The Housing Authority of the County of San Joaquin (HACSJ) is seeking an experienced and people-centered Human Resources (HR) Manager to join its team of dedicated professionals. This is a hands-on, relationship-driven role in which the HR function serves as a vital thread running through every corner of the organization and where your work each day directly strengthens the team that supports 19,000 residents across San Joaquin County.
The Opportunity
Reporting to the Director of Business Services, the HR Manager serves as the operational and relational hub of HACSJ's human resources function. As HR Manager, you will lead and manage a comprehensive range of functions, including:
- Employee relations, performance management coaching, and disciplinary procedures in a unionized environment
- Union contract administration, grievance handling, and collective bargaining negotiation support, in coordination with legal counsel
- Bi-weekly payroll processing and administration via ADP, including CalPERS reporting and workers' compensation
- Benefits administration across medical, dental, vision, life, disability, retirement, and pre-tax plans, including open enrollment
- Recruitment, selection, onboarding, and background screening for all agency positions
- HRIS management, including performance appraisal and attendance systems
- Leave of absence administration (FMLA, ADA, and related state/local regulations)
- Training program development and delivery focused on compliance, leadership, and employee development
- HR records management and policy development and interpretation

Compensation, Location, and Benefits
The compensation range for this position is between $78,900 to $111,540, commensurate with experience. Preferred candidates will be in a commutable distance to HACSJ’s office in Stockton, CA.

Their affiliated nonprofit, Delta Community Developers Corp., extends that reach further through education, counseling, and housing development.

HACSJ is looking for an HR Manager who leads with empathy and follows through with precision. The ideal candidate brings genuine care and professionalism to every interaction, whether supporting a concerned employee, navigating a grievance, or closing out payroll. An ideal candidate will be a natural coach who earns the trust of both managers and frontline staff, a skilled communicator who adjusts their approach to their audience, and a calm, steady presence when workplace situations get complicated.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, or related field
- 5+ years of experience in HR, with substantial payroll administration experience (ADP preferred)
- Demonstrated experience in a unionized work environment, labor relations, grievance handling, and CBA administration (preferred, but not required)
- Strong knowledge of federal and California employment and labor law, including FMLA, ADA, CFRA, and wage and hour regulations
- Proficiency in HRIS systems and Microsoft Excel (advanced functions, pivot tables, data reporting)
- HR certification preferred
- Valid California Driver's License
