Company Overview

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a bi-county agency empowered by the State of Maryland in 1927 to acquire, develop, maintain and administer a regional system of parks within Montgomery and Prince George's Counties, and to provide land use planning for the physical development of Prince George's and Montgomery counties. In addition, the agency gained responsibility for the public recreation program in Prince George's County in 1970.

Governing Body

The governing body of M-NCPPC consists of 10 members, 5 appointed by Montgomery County and 5 by Prince George's County. The Commission coordinates and acts on matters of interest to both counties, and meets at least once a month. The members of the Commission from each county serve as separate Planning Boards to facilitate, review and administer the matters affecting their respective counties.

Range of Duties

M-NCPPC administers a park system of more than 52,000 acres. It is composed of stream valley parks, large regional parks, neighborhood parks and park-school recreation areas. Its staff of career employees includes planners, park and recreation administrators, park police and administration staff. In addition, seasonal workers staff numerous park and recreation programs.

Created in 1927, The Maryland-National Capital Park and Planning Commission (M-NCPPC) embodies the vision of forward-looking community leaders who saw the need to plan for orderly development and protection of the natural resources in the 2 suburban counties bordering the District of Columbia. During the agency's proud, 90 plus years of existence, the population of the area it serves has increased to approximately 2 million residents in a bi-county area of great economic, racial, ethnic and geographic diversity.

M-NCPPC's facilities, programs and responsibilities have constantly evolved and expanded to keep pace with the needs of this vibrant community. From assuming responsibility for the entire public recreation program in Prince George's County in the '70s, to building and strengthening ongoing regional business partnerships, M-NCPPC has continued to plan, fund and deliver quality, innovative programs, facilities and services for over three-quarters of a century. M-NCPPC benefits the citizens of Montgomery and Prince George's Counties by "Turning Visions into Reality."

Throughout 90 plus years of service, The Maryland-National Capital Park and Planning Commission (M-NCPPC) has endeavored to improve the quality of life for all of the citizens of the bi-county area it serves and of the communities in which these citizens live, work and raise their families. This mission is embodied in three major program areas which respond to the vision of our founders and are incorporated into our charter. M-NCPPC's mission is to:

• Provide leisure and recreational experiences.

Awards

The M-NCPPC Prince George's County Department of Parks and Recreation is the only six-time national Gold Medal winner for excellence in parks and recreation management in the nation.

Accreditation

The Maryland-National Capital Park and Planning Commission has earned national accreditation for its innovative parks and recreation programs and strong management from the Commission for Accreditation of Park and Recreation Agencies (CAPRA).

2018 BENEFIT SUMMARY FOR MERIT SYSTEM EMPLOYEES

The following information is a summary of benefits extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). All plans are optional except the Defined Benefit and Long-Term Disability plans.

Retirement Programs
• Defined Benefit Plan (Mandatory Participation) – Plans A, B and E exclude FOP members.

Plan A
7% of base salary. Social Security Wage Base (SSWB) and 8% in excess of SSWB.
Plan B
4% of base salary up to maximum Social Security Wage Base (SSWB) and7% in excess of SSWB.
Plan C
9% of base salary. (FOP members only)
Plan D
8% of base salary. (FOP members only)
Plan E
4% of base salary up to maximum Social Security Wage Base (SSWB) and 8% in excess of SSWB.
• Deferred Compensation ICMA-RC 457 plan (Optional)
• Traditional and Roth IRAs (Optional)

Health Insurance Plans (FOP Members Pay 22% for Medical, Prescription and Dental.) All others pay percentage below.

• Medical -
o Kaiser Permanente Health Maintenance Organization (HMO) – (15%)
o UnitedHealthcare Select Exclusive Provider Organization Health Plan (EPO) – (17.5%)
o UnitedHealthcare Choice Plus Point of Service (POS) – (20%)

• Prescription – CVS Caremark – (15%)

• Dental - United Concordia Preferred Provider Organization (PPO) – (20%)

• Vision – VSP (Vision Service Plan) - (Commission Pays 80% of the Low Option Plan only)
o Low, moderate, and high options are available. Frequency of covered services differs.

Flexible Spending Accounts (Employee Pays 100%)
• Medical Account – Maximum annual contribution: $2,600
• Dependent Care Account – Maximum annual contribution: $5,000

Long-Term Disability Insurance (Mandatory Participation)
• Employee Pays 20%: Commission Pays 80% (FOP Members Pay 100%)
• Benefits paid at 66 2/3% of base salary, maximum of $6,000/month

Supplemental Long-Term Disability Insurance (Employee Pays 100%)
• Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)
• Two (2) times base salary; maximum benefit is $200,000 for each

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)
• Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
• Spouse/Dependent Combination - $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000

Sick Leave Bank (Eligible After One Year Probationary Period)
• Employee contributes 4-8 leave hours each year
• Eligible for up to 66 work-days or 396 hours in 12-month period

Leave Programs
• Annual: 15 days per year
• Personal: 3 days per year (12 month waiting period)
• Sick: 15 days per year
• Holidays: 10 days per year
