The purpose of this Human Resources (HR) consultancy is to contribute private-sector expertise to workforce initiative and the broader workforce development portfolio of a small, New Jersey-based nonprofit. This consultancy will support the efforts of the nonprofit and its workforce development priority, in partnership with the City, to build an effective, evidence-based employer engagement model that meets the needs and challenges of partnering employers and responds to real market demands for talent recruitment and human capital development.

Specifically, this consultancy will help the organization and its workforce partners to:
1. Clearly understand the hiring needs, projections and challenges of City-based employers;
2. Identify proven human resource strategies that expand local access to employment, support diverse hiring, and facilitate career advancement of employees (particularly for City residents);
3. Create human resource solutions that address counterproductive hiring practices and remove institutional barriers that preclude local hiring at City-based business and institutions;
4. Allow the successful preparation of City job-seekers to suitable employment opportunities.

In addition to changing local business practices, this effort will also be part of a research agenda to capture, disseminate, and promote strategies to increase local hiring—in the City and beyond.

The HR Consultant will work closely with the organization and its workforce initiative team. This team works with City-based anchor institutions and other employers to secure their commitment to participate through the identification of jobs for local residents, and facilitates their participation and engagement as the initiative continues through the year 2020.


Qualifications & Scope of Work
The HR consultant selected for this scope of work must possess the capacity to deepen our collective understanding of standard hiring practices, needs, challenges, and opportunities facing our employers and hiring partners. The HR consultant will use their expertise to assist us to develop an approach that will
facilitate robust employer engagement, and create useful tools and strategies that will effectively result in deep employer commitment and increased local hiring.

The HR consultant will:
1. Define the goals, outcomes, roles and responsibilities for employer engagement throughout the city-wide hiring effort;
2. Advise on the development of a strategic work plan for employer engagement, which will be communicated to an initiative-wide audience of stakeholders, including policymakers and workforce training providers;
3. Assist with the collection of hiring data and career pathways information by soliciting information on employment statistics, projections, job titles in demand, skills required, and average salary range for each;
4. Provide technical assistance and support to staff at the organization/nonprofit, the City's Workforce Development Board, and other workforce partners as we translate the needs of employers into actionable strategies and practical activities;
5. Assist companies in understanding the initiative's framework and help each employer execute their responsibilities as hiring partners;
6. Co-create workforce solution responsive to business challenges and employment opportunities;
7. Share best practice approaches with and support knowledge transfer from an engaged business community;

8. Develop highly targeted activities to solicit and capture employer's needs/interests; and

9. Assist with the incorporation of “employer’s language” to demonstrate knowledge and understanding of the business sector and business practices.

The HR consultant will execute deliverables in the three (3) main areas:
1. Data Collection and Employment Baselining
2. Ongoing Human Capital Consulting Support
3. Workforce Program Assessment, Redesign and Launch
