About the Opportunity

The Vice President of Human Resources (VPHR) is responsible for developing, implementing, and executing a human resource strategy in support of EFHC’s mission and strategic plan, specifically in the areas of:

  • Talent acquisition, development, utilization, and retention;
  • Diversity, equity and inclusion;
  • Change management and transformation of culture; 
  • Organizational and performance management;
  • Training and development; and 
  • Compensation.

The VPHR will report directly to the CEO and President. Serving as a member of Erie’s nine-person Executive Leadership Team (ELT) that jointly sets strategy and directs operations for Erie, the VPHR will help cultivate, build, and maintain a culture of accountability and transparency focused on valuing people and service. Erie’s Human Resource team has reported to the CFO.

The VPHR will work closely with the CFO during an initial transitional period to review and expand upon a recently completed independent assessment of Erie’s Human Resource team and work to implement changes in direction to meet those Human Resource needs.

The VPHR will provide leadership for a diverse team of eight staff who support approximately 1,100 employees and trainees and will manage an annual operating budget of approximately $1 million along with a benefits program impacting nearly 600 team members.

Positions reporting directly to the VPHR include Director of Talent Acquisition and Management and Director of Total Rewards and Employee Relations.

Essential Responsibilities and Functions

Like all members of Erie’s ELT, the VPHR will excel at leading from a strategic standpoint as well as routinely function at the hands-on, tactical level in working with a variety of staff. The VPHR is charged with the following:

Lead Through Change

  • EFHC’s implementation of the HR strategic plan will involve changing systems and ways of working. The VPHR will help lead thoughtful and prudent change across the organization, partnering with senior leaders, while supporting and driving creative ideas to foster better communication, collaboration, and connections EFHC-wide.

Foster an equitable, diverse, open, and inclusive environment

  • In collaboration with the ELT, the DEI Officer, and Erie’s broader Leadership Team, the VPHR will play a critical role in ensuring that the ideals of diversity, equity and inclusion espoused in the organization’s broader mission and strategic plan are not only inherent in the relationships and activities of EFHC’s staff, but also sustained in durable and scalable organizational practices and processes.

Serve as a trusted adviser

  • The VPHR frequently advises the CEO, ELT, senior leadership, and the Board of Directors on organizational issues as well as complex and sometimes sensitive matters requiring a balance of sound analytical judgment, empathy, and discretion.
  • The VPHR will build strong relationships with all levels of administration, staff, and multiple stakeholders, and will act as facilitator and coach on key initiatives.

Oversee effective Talent Acquisition strategies and practices

  • The VPHR must ensure that all of Erie’s different functional needs for talent are recognized while balancing financial constraints.
  • The VPHR will lead the HR team in developing, implementing and strengthening processes for identifying, vetting, and hiring needed staff at all levels. As a health care organization, there is a special focus on developing, recruiting and retaining clinical staff.

Guide Talent Management and Workforce Development and Planning

  • The VPHR will be a future-focused leader, responsible for the implementation of professional and workforce development and planning.
  • The VPHR will build capacity among managers and supervisors, both long-standing and new, in employment matters such as succession planning, performance evaluation, and compensation strategy.
  • The VPHR will partner and advise the CEO and other leaders on human resource functions such as merit reviews and compensation studies.

Direct a strong HR team

  • Under the VPHR, HR will offer the highest level of integrity to a high performing workforce, while creating a collaborative and trusted environment for all Erie Family Health Centers.
  • The VPHR will ensure that HR department talent is evolving to meet the changing needs of Erie Family Health Centers.

Ensure development and implementation of HR technology capabilities and data-driven strategies and solutions

  • The VPHR will leverage data and innovative systems to build a culture that drives operational efficiency and optimizes the use of timely reporting and data analysis to present actionable intelligence for the health centers.
  • The VPHR will lead the development of strategic data-driven programming to advance the mission and efficiencies of HR.

Steward compensation, benefits, and compliance

  • The VPHR will provide leadership on the development of sustainable compensation and benefits programs, balancing prudency while continuing to offer competitive compensation packages to attract and retain top talent.
  • The VPHR will ensure EFHC is in compliance with state and federal regulations and advise leadership across the organization on new and existing policies, laws and regulations.

Requirements

Qualifications

The successful candidate will possess the following essential qualifications:

  • Significant depth and breadth of experience as a human resources generalist, strategist and leader/manager at the executive leadership level, along with increasingly responsible management positions within Human Resources, including mentoring and developing a high performing HR team.
  • Experience implementing innovative approaches to manage human capital and address long-term issues.
  • Demonstrated talents in communication and collaboration with staff at multiple levels of an organization.
  • Ability to develop, analyze, and recommend sound policies, strategies, and practices. 
  • Ability to be a significant, value-added strategic and operational partner. 
  • Demonstrated ability to enhance and/or develop and implement human resources programs, policies, and procedures to improve overall operations and organizational effectiveness.
  • At least seven to nine (7 to 9) years of professional experience in human resources management.
  • At least four (4) years must have been at the full advanced working level in human resources management.
  • Bachelor’s degree is required; Master’s degree or doctorate preferred.
  • SHRM and/or HRCI certification desirable.
  • Experience in a healthcare provider setting highly desirable; experience in a not-for-profit organization also preferred.

Compensation

Erie Family Health Centers offers a competitive salary and benefits commensurate with experience that is tied to performance on individual as well as organizational goals and includes both an annual incentive target along with a deferred compensation plan.
