Work Location: Water Pollution Control Bureau - 3402 S. Glebe Road, Arlington, VA


The Department of Environmental Services (DES) is seeking a highly responsible Training and Organizational Development (Training & OD) professional with experience in Human Resources (HR) to focus on instructional design, training delivery, change management and HR support at the Water Pollution Control Plant (WPCP). WPCP is an industrial wastewater treatment facility serving Arlington County with approximately 92 permanent employees working in a wide range of jobs from technical to professional.

Reporting to the DES Administrative Services Chief, this Training & OD Specialist will play a key role in developing teams and growing the WPCP into a high performing organization. This employee serves as the onsite training coordinator at WPCP with duties to include managing the Learning Management System (LMS), addressing employee development needs, designing training plans, and delivering training curricula.  

Specific duties include:

  • Partnering with senior management to implement ongoing change management initiatives by providing coaching, facilitation and OD support;
  • Identifying training needs, determining resources, and developing an annual training plan for the entire workforce;
  • Managing the implementation of a new online LMS using the Taleo application to maintain employee training records and generate reports;
  • Building training content, agendas, objectives, materials, exercises and evaluation tools;
  • Delivering training content from basic to advanced professional levels on a wide array of topic areas; and
  • Assisting the HR Team with recruitment, onboarding, performance management and employee relations.





Minimum: Bachelor's degree in Instructional Design, Curriculum Development, Organizational Development, Business/Public Administration, Human Resources Management, Psychology, or a related field plus significant experience in curriculum development, change management, organizational development, HR, and/or managing a Learning Management System.

Desirables: Preference may be given to candidates who hold professional HR certifications (e.g. PHR, SHRM-CP) and/or who have one or more of the following experiences:

  • Managing a Learning Management System to include online training;
  • Developing complex training content, both orally and in written format;
  • Leveraging technology and tools for curriculum development;
  • Leading effective training through instructor-led and web-based delivery;
  • Conducting needs assessments, skills gap analysis, and/or strategy development;
  • Demonstrating project management and process improvement expertise; and/or
  • Working in a government setting related to environmental services.


Work Hours: Monday through Friday, 8am to 5pm. Periodic evening and weekend work will be required for some employee training. The opportunity for some telework may be available.

This position is part of an alternative pay program that includes pay-for-performance elements.  Entry salary within the band is based on a review of qualifications and experience. Pay potential will be based on performance and employee development.
