Planned Systems International, a seasoned Government Contractor, is seeking a self-motivated and influential individual to support our HR Training and Development Department.

Essential Functions and Job Responsibilities:

Manages the activities related to various training and educational programs for the organization, and provides career development assistance for staff. Acts as organizational development advisor to leadership and facilitates initiatives and change management across the enterprise. Provides Human Resources support for management/staff.

The candidates core responsibilities will include, but not to be limited to:

  • Assess employee training and development needs in order to identify, develop, implement and track programs that will enhance the effectiveness of employee performance in achieving the goals and objectives of the company.
  • Works with Executive Management to define core competency training needs and programs, for the organization.
  • Responsible for leadership/executive development programs.
  • Works closely with Executive Management to design and implement an annual Program Operations Leaders conference and a program for all leaders.
  • Helps the organization develop and continuously train staff on the organization’s mission, vision, values and culture.
  • Design, deliver, implement, and modify as needed, various in-house training programs.
  • In partnership with management, applies performance consulting and needs analysis practices to determine the true source of performance issues.
  • Work with managers to create development plans for individual staff that aligns with career paths.
  • Research and evaluate vendors for training programs, techniques, and procedures, and make recommendations.
  • Identifies/incorporates best practices and lessons learned into program plans.
  • Prepares/develops a variety of training aids and materials, in different mediums including instructor led and electronically via PSIs learning management system.
  • Designs, develops and maintains appropriate survey tools and tracking mechanism to capture necessary data related to staff training effectiveness.
  • Analyzes training program effectiveness and submits reports and recommendations to management.
  • Utilizes instructional design methodologies to design and develop solutions for both technical and compliance-related training programs in a variety of delivery formats.
  • Helps employees manage their curriculum and assignment activities using PSIs Learning Management System and processes.
  • Manages PSI’s learning management system.
  • Prepares and tracks training budget/expenditures.
  • Assists with succession planning and development programs designed to ensure that talent is developed from within where possible.
  • Facilitates communication among employees and management. May guide managers and employees on problem solving and dispute resolution.
  • Provides a broad range of consultative services to all levels of employees regarding policies and procedures, as well as change management.
  • Provides expertise in strategy development and execution, planning, and facilitation of employee relations efforts.
  • Assists with and manages other Human Resources initiatives such as performance management.
  • Takes initiative to assist with other duties.
 

Requirements

 

  • Master’s degree in Organization Development. 
  • At least eight years of progressively responsible roles in training and development, and leadership and management development. At least two years of relevant experience shall have been in a consulting organization.  
  • Must have demonstrated application of multiple adult learning models and delivery methods.
  • Experience creating on-line courses and delivery and tracking of learning through a cloud based Learning Management system.
  • Strong interpersonal, communication skills (both written and verbal), and good public speaking skills with ease facilitating large group workshops.
  • Strong instructional design skills in managing project portfolio.
  • Ability to work effectively with executive/senior-level management.
  • Proven ability to deliver.
  • Tolerance for, and proven ability to be flexible.
  • Regular travel to Corporate Headquarters in Columbia, MD.
  • Ability to travel to job sites as needed.
  • U.S. Citizen.
  • Must be able to satisfactorily pass criminal and financial credit check.
Additional Desired Qualifications:
  • Work with UltiPro HRIS/Payroll system.
  • Experience in the IT and/or government contracting industry.
  • Human Resources Management experience.
  • Supervisory/leadership experience
