James City County Human Resource Department seeks an experienced individual to join its collaborative and motivated team of professionals to assess County-wide developmental needs, identify learning initiatives, and design, deliver and manage diverse training solutions. 

 

Responsibilities:

 

Assess County employee performance and training and development needs; provide or coordinate training, evaluate training effectiveness; participate in and develop initiatives to promote employee engagement.Provide training and coaching to County staff involved in employee development efforts; facilitate team development activities.Coordinate with local post-secondary institutions to develop training resources for the County; lead regular meetings to develop trade and apprenticeship educational opportunities.Design, implement or procure training programs to achieve organizational goals, reinforce culture and facilitate change to include E-Learning initiatives.Keep up-to-date on current trends and legislation in the human resource field; recommend changes to policies, procedures, and practices to reflect best management practices and comply with current laws and regulations.May perform as subject matter expert in an additional human resource function such as; employee relations, benefits, HRIS, classification and compensation and recruitment and retention.

Requirements

Requirements:

 

Any combination of education and experience equivalent to a Bachelor’s Degree in business or public administration, human resources, or related field; Master’s Degree preferred; current certification as a Human Resource or Training Management Professional through an approved agency preferred.Considerable professional human resource, training, and/or program management work experience; considerable experience as a professional adult educator that including conducting needs assessments, training development and delivery, training effectiveness evaluation and contracting for third party delivered training and development activities. Must possess or obtain a valid Virginia Driver’s License within thirty (30) days of hire and have an acceptable driving record based on James City County Criteria.Knowledge of the Fair Labor Standards Act, equal employment opportunity regulations, and other employment laws; budget development and monitoring; and, principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.Skill in use of computer software, especially Microsoft Office Suite.Ability to develop, implement and administer effective training programs; assess, analyze, and creatively resolve training related issues; work effectively as a committee facilitator, team member, and with all stakeholders; communicate effectively both orally and in writing; initiate, develop, and effectively manage a wide range of human resource policies, program and functions; work collaboratively and maintain effective working relationships with County officials, employees, and the public.
