Starting salary is negotiable and very competitive from $87,547 to $132,600 DOQ/E; plus excellent benefits

Pinellas County, with a population over 948,000 and home to St. Petersburg and Clearwater, is known for some of the most beautiful beaches in the country and an outstanding quality of life.   

Pinellas County’s Unified Personnel System (UPS) was established in 1975 by a special act of the Florida Legislature.  The UPS is composed of 11 different members or Appointing Authorities, which include Business Technology Services, the Clerk of the Circuit Court and Comptroller, the Construction Licensing Board, the County Administrator, the County Attorney, Forward Pinellas, Human Resources, Human Rights, the Property Appraiser, the Supervisor of Elections, and the Tax Collector.  The UPS currently has over 3,000 employees.

A member of the Human Resources Department, the Total Rewards Manager is responsible for designing, planning, and implementing benefits, wellness, and compensation programs, policies, and procedures. The Manager will ensure legal compliance and cost effectiveness to ensure healthcare resources are allocated to support the most critical business initiatives. S/he will engage in significant relationships with Pinellas County leaders, stakeholders, and vendors to ensure that all programs support the department’s mission to cultivate a diverse, talented, and engaged workforce, prepared to effectively serve the citizens of Pinellas County. The Manager is responsible for the administration and supervision of staff.


The minimum qualifications include a Bachelor’s Degree from an accredited institution; four years of  progressive and combined experience managing self-funded benefits programs; two years of experience managing large (over $1 million) budgets and vendor contracts; two years of experience in a supervisory role; advanced knowledge of applicable regulatory and legal requirements and reporting, including ACA, COBRA, EEO, ERISA, HIPAA, FLSA, FMLA, and GINA; and outstanding verbal and written communication, presentation, customer service, and interpersonal skills; or an equivalent combination of education, training, and/or experience.
