The Federal Home Loan Bank of San Francisco is a cooperative, wholesale bank that helps meet community credit needs by providing readily available, competitively priced credit products and services to member financial institutions through all phases of the economic cycle. Our members include commercial banks, credit unions, industrial loan companies, savings institutions, insurance companies, and community development financial institutions headquartered in Arizona, California, and Nevada.


We are currently searching for the following individual:


In partnership with the VP, Head of Total Rewards, support administration of the Bank’s comprehensive compensation, incentive, retirement and benefit plans. Provide day to day oversight of benefit programs including: Health & Welfare, Leave of Absence and Worker’s Compensation. Perform compensation analysis and prepare materials for distribution to senior executives and compensation and retirement committees. Provide market data benchmarking guidance and support to HR Business Partners and Recruiter. Provide HR metrics for various Compensation and Benefits related programs.


 

Benefits Administration

 

  • Administer the Bank’s comprehensive benefits programs (e.g., medical plans, retirement plans, leave policies, wellness programs, insurance policies, etc.).

  • Manage all leaves-of-absence policies, disability and workers’ comp, in conjunction with third-party administrators.

  • Liaise with insurance brokers and benefits carriers to ensure plans are operating in an efficient and economical manner.

  • Assist Bank retirees in navigating post-employment medical, prescription drug, dental and vision coverage.

  • Oversee annual benefits renewal, open enrollment and communications.

  • Participate in Benefit surveys.

 

Compensation Administration

 

  • Assist with Bank-wide job architecture project (job leveling, salary/compensation bands and role competencies), in conjunction with HR team, business leaders and third-party consultants.

  • Oversee annual compensation survey submissions and market benchmarking process and analysis to help identify trends in the marketplace and to inform the Bank's competitive positioning.

  • Provide first line of support to HR Business Partners and Recruiter in supporting market data requests, benchmark analysis and other compensation related requests.

  • Assist in the administration of all compensation incentive and deferred compensation plans and programs.

  • Assist with annual performance and compensation review and planning process.

  • Oversee deferred compensation open enrollment process.

 

Reporting & Analytics

 

  • Assist with the preparation of materials submitted to the Bank’s Retirement Committee, Compensation Committee of the Board of Directors and the Federal Housing Finance Agency (FHFA)

  • Model performance based compensation outcomes, necessary to help define incentive plan accruals and planning.

  • Prepare management analysis and reporting for internal partners and stakeholders.

  • Ensure highest level of data integrity and accuracy across all data reporting and analytics.

 

HRIS

 

  • Participate in Bank-wide HRIS system implementation and process improvement projects.

  • Ensure accuracy of all compensation and benefit related data in HRIS.


Requirements

  • Bachelor’s Degree with an emphasis in business, finance and economics, or equivalent work experience required. CCP designation desired.
  • Minimum of five years of relevant experience. Experience in a financial institution or regulated industry is strongly preferred.
  • Must be experienced in the administration of leaves of absence and worker’s comp.
  • Must be an advanced user of Microsoft Excel with the ability to perform complex formulas and calculations.
  • Must be proficient in Microsoft Office Suite, including Word and PowerPoint, as well as HRIS systems and performance management systems.
  • Proficiency in Workday, preferred
  • Must be analytical and detail-oriented.
  • Ability to communicate clearly and concisely (verbally and written), to convey complex subject matter.
  • Ability to multi-task and effectively prioritize numerous projects simultaneously.
