Reporting to the ICAP Director, Human Resources (HR), the temporary Human Resources Generalist is responsible for providing day-to-day guidance to ICAP New York employees on a range of HR-related activities including full cycle recruitment, on-boarding, promotions/equity adjustments, professional development resources and staff retention.  The incumbent will provide high-level customer service to all colleagues.

Position is grant funded.

MAJOR ACCOUNTABILITIES

  • Manages the full cycle recruitment process for all Student Casuals, Non Union Support Staff, Officers of Research and Officers of Administration as well as temporary employees.  Supports shortlisting, conducts interviews, and reference checks of finalists.
  • Assists hiring managers with navigating Columbia University recruitment systems (TalentLink/RAPS) and CU temporary staffing agency requirements.
  • Screens applications and submits interview recommendations to hiring managers as requested that best match the position description.
  • Collaborates with the Director, HR to develop competitive salary offers  and ensures the required background clearances are received prior to candidate’s start date
  • Oversees management of all internal HR/personnel records and ensures the timely submission of Personnel Action Forms to MSPH
  • Conducts new hire orientations for all employment categories and co-facilitates ICAP HR onboarding lunches
  • Organizes ICAP employee events such as Fall Potluck
  • Collaborates with employees to identify relevant professional development opportunities that are aligned and integrated within the organization’s strategic vision
  • Develops and maintains ICAP NY organization charts and salary rosters
  • Ensures that all procedures are following regarding employees leaving ICAP including submission of relevant documentation for final salary payments and conducting exit interviews.
  • Informs NY HR Director of employee relations issues and escalates matters to the appropriate contacts within the School and University.
  • Attends University sponsored Human Resources Meetings
  • Maintains absolute confidentiality and sensitivity in all HR-related matters.
  • Completes other duties as assigned

Requirements

EDUCATION

Bachelor’s Degree in Human Resources, Public Administration, Business Administration or related field

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

  • 4+ years of progressive and successful HR experience within multi-cultural non-governmental/non-profit organizations, academic institutions, private foundations or the international corporation
  • Ability to prioritize work related demands and meet deadlines
  • Demonstrated experience working independently with minimal supervision
  • Strong negotiation skills with the ability to establish and maintain professional working relationships
  • High level and effective interpersonal and communication skills (verbal and written)
  • Demonstrated proficiency in the use of Microsoft Office Suite (especially Word, Excel and PowerPoint)

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS

  • 2+ years of HR experience within an international development or humanitarian relief organization and recruitment/retention under United States Government-funded grants and contracts
  • Knowledge of Columbia University HR-related systems (e.g., Talentlink, RAPS, Peoplesoft and PAC) or other common HRIS systems or platforms
  • Advanced degree in Human Resources Management or Public Administration related fields
  • Human Resources Certification (PHR, GPHR, SHRM-S/CP)
