The Talent Management Liaison is responsible for delivering all facets of talent acquisition, on-boarding, employee relations, performance management, policy implementation, and employment law compliance.

 The Talent Management Liaison plays a critical role in ensuring that the Health Center is hiring and retaining the best possible talent for existing open positions, internal movement and developing pipelines of future talent.

Serving as a consultant on human resource-related issues, the Talent Management Liaison is an employee champion, forming partnerships, assessing and anticipating HR-related needs, enhancing retention strategies and advising management and staff.

 

ESSENTIAL FUNCTIONS:

 

  • Partner with Health Center Managers and working in collaboration with the Chief Human Resources Officer (CHRO) and Director, Talent Management, to develop staffing strategies that meet organizational needs from headcount management, candidate vetting and selection, to offer generation and on-boarding.

 

  • Evaluate and post job opportunities, write and place advertisements.

 

  • Proactively identify, source and recruit candidates using a variety of sources including social media with the goal of identifying and attracting the highest quality talent for the most reasonable cost.

 

  • Build talent pipeline for current and future job opportunities to include past applicants, referred and passive candidates

 

  • Oversee all stages of the candidate experience; application, screening, scheduling, interviews, communication,

 

  • Evaluate compensation data to include internal salary structures, peers and market surveys to develop, extend and negotiate salary offers.

 

  • Coordinate background checks, pre-placement health screenings and internal on-boarding processes.

 

  • Compile reports on weekly employment activity, maintain metrics to measure results and maintain employee and applicant documentation as dictated by governing agencies.

 

  • Partner with and serve as a consultant to Health Center Managers and employees and working in collaboration with the Chief Human Resources Officer (CHRO) and Director, Talent Management, on Human Resource related issues to improve work relationships, increase employee engagement and retention using knowledge of various human resource functions.

 

  • Counsel employees and management regarding employee relations issues. Conduct effective, thorough and objective investigations to bring issue to a reasonable resolution that is consistent with sound employee relations practices and employment law. Seek guidance from Director of Talent Management, CHRO and/or Legal as needed.

 

  • Provide day-to-day performance management guidance to management related to coaching, counseling, career development and disciplinary action.

 

  • Provide guidance and interpretation to ensure consistent interpretation and administration of company policies and procedures, practices and principles relating to employee relations and risk management

 

  • Ensure that the formal disciplinary action process is followed using the appropriate HR policies and guidelines and that actions are communicated appropriately and the rights of all participants are observed.

 

  • Coordinate all activities related to termination of employment including documentation, wage payout, benefit information, exit interviews, security, and all legal requirements. Is present with manager during actual release of employee as needed. Completes unemployment claims and may represent LCHC at unemployment claims hearings.

 

  • Provide coaching and guidance to managers on carrying out goal setting, performance reviews and providing feedback to employees; ensure that annual reviews have been completed and that development plans are in place.

 

  • Provides backup and support to all Human Resources functions.

Requirements

QUALIFICATIONS:

 

  • Bachelor’s degree or equivalent combination of education and experience

 

  • 3 plus years of high volume recruitment and performance management experience. Health Center or health care experience preferred.

 

  • Must have excellent interviewing skills and the ability to establish and maintain effective professional working relationships.

 

  • Must enjoy working in a team-focused environment and working under tight timeframes.

 

  • Intermediate to advanced computer skills with applicant tracking systems (ATS) and in Microsoft applications (Word, Excel, and Outlook).

 

  • Excellent client management and business literacy skills with an ability to develop strong trusting relationships in order to gain support and achieve results.

 

  • Strong conflict management skills.

 

  • Excellent verbal and written communication skills.

 

  • Knowledge of State and Federal laws governing employment activities, such as FLSA, EEO, ADA, and FMLA.

 

  • General knowledge in broad areas of compensation practices and benefits plans.

 

  • Ability to maintain the highest level of discretion, diplomacy and confidentiality.

 

  • PHR certification, a plus.
