The Human Resources (HR) Department of the Federal Reserve Bank of Richmond is looking for an Advanced Talent and Organizational Development Consultant. In the role, the Consultant is responsible for workforce development to include the design, development and delivery of leadership and professional learning programs and tools in a variety of classroom and online mediums.  The Talent and Organizational Development Consultant provides resources, training and consulting to support the organizational development needs of business units. Additionally, this position tracks and measures the impact of workforce development interventions and solutions. The Talent Development Consultant collaborates with District business leaders, HR professionals and talent development professionals throughout the Federal Reserve System, as well as outside instructional designers, vendors, and experts to diagnose performance issues and development needs, identify appropriate learning solutions, and establish holistic development frameworks to drive employee engagement/performance and achievement of Bank goals and objectives.


Additional Responsibilities (include but are not limited to the following):


  • Leads and owns the development and operation of high impact HR programs and services

  • Serves as an SME to client departments in area(s) of expertise

  • Uses broad knowledge of HR concepts, policies, best practices, and trends to lead development of key policies and procedures, services, and/or software solutions

  • Collaborates with SMEs, vendors, and others to develop, recommend, and implement process improvement solutions

  • Tracks and measures program performance, streamlines processes, resolves highly complex issues, and introduces enhancements

  • May maintain responsibility for budget and procurement activities related to program area

  • Directs, coordinates, and provides leadership support to cross-functional project teams as necessary

  • Develops and maintains relationships with a wide variety of vendors, businesses, System manages, and the community as appropriate

Education & Experience:

  • 9+ years of relevant work experience

  • Bachelor’s degree required; Master’s degree may be preferred


    Knowledge & Skills:

  • Demonstrated analytical ability

  • Leadership Development and Coaching experience

  • Diversity and Inclusion program development and management

  • Outstanding oral and written communication, ability to interact on required information and concepts with people at all levels of the organization providing clear and concise information and/or instruction to key stakeholders

  • Training design/development and facilitation

  • Outstanding interpersonal skills and ability to work with internal and external stakeholders including Federal Reserve System staff

  • Knowledge and experience with individual and organizational assessments

  • Broad and deep technical knowledge of the principles of Human Resource Management including best practices and relevant laws and regulations
