Position Summary

In partnership with the Senior Manager, Talent Acquisition, the incumbent:
 

  • Selects, trains, develops, coaches and evaluates talent to ensure hiring leaders experience expert, timely, and customer-focused integrated recruitment services. The successful candidate will have experience leading recruitment projects and has demonstrated success in delivering exceptional recruiting services in a high volume environment. 
  • Promotes an environment of creativity and innovation focused on useable improvements, as well as breakthroughs that support the organization’s mission and further its vision. Champions implementation of approaches that improve Talent Acquisition processes, approaches, tools and outcomes.  
  • Identifies relevant indicators to monitor programs and their performance. Tracks key Talent Acquisition metrics, including lead and lag measures. Ensures team achieves results. Acts as an advisor to leaders on the development of overall policy and long-term goals of the department(s). 

 

Essential Functions

Strategic Talent Acquisition Programs Development
Collaborates on workforce planning and staffing needs; Develops and delivers effective recruitment programs and leverage best practices to meet the business challenges and objectives of Norwalk Public Schools.

  • Develops and implements sourcing strategies and recruiting plans, presents pre-qualified top candidates to hiring managers, develops offers, and creates/oversees the onboarding experience for all new hires.
  • Builds a streamlined recruiting platform using different research and sourcing strategies.
  • Serves as a strategic partner in developing creative solutions to talent challenges. Evaluates and advises on the impacts of long-range planning of new programs, strategies, and actions as those items impact the attraction and retention of employees.
  • Partners with external leaders in developing strategic initiatives to meet talent levels that support current and projected needs and oversee teacher recruitment and provides support to the strategic and operational objectives to attract and retain teachers and para-educators who provide the highest level of instruction.
  • Network and maintain relationships through industry contacts, colleagues, etc., to identify candidates (active and passive).

 
Program Management & Administration 

  • Designs, builds, implements and manages strategic sourcing and talent acquisition programs. Explores proactive, traditional and innovative approaches to Talent Acquisition. Balances providing subject matter expertise with fostering open communication. Leads with an operational focus, setting strategy, objectives and policies. Executes operational objectives for the department including work specific plans.
  • Develops and leverages local/regional network and online recruiting resources to identify and recruit the very best candidates.
  • Leads full cycle strategic recruiting that enables Norwalk Public Schools to meet its employee experience, quality and operational goals across certified/non-certified areas.
  • May manage multiple talent initiatives across Norwalk Public Schools to include deployment of Applicant/Onboarding systems, Recruiting Outsourcing strategy, the Norwalk Public Schools Employer Brand, and focus on the delivery of process excellence and standardization.
  • Fosters initiatives to help increase Norwalk Public Schools brand as the employer of choice by participating in community networking events, careers fairs and activities pertaining to talent attraction.
  • Identify opportunities to influence change in Talent Acquisition practices, ensuring consistency in approaches, while simplifying and standardizing the way we operate.
  • Optimizes recruitment expertise and leverages best practice models/process, tools, technology and vendors to drive exceptional hiring decisions and Candidate and Hiring Manager experience.

ABILITY:

  • Proven ability to manage a wide variety of HR programs, change management and roll-out of HR initiatives
  • Proven ability to build effective partnerships with leadership teams and employees
  • Proven ability to change the business through creative problem-resolution, policy creation or lean efforts
  • Has the ability to perform complex analytics, identify trend analyses and interpret data, driving business recommendations
  • Ability to communicate ideas and directives clearly and effectively both orally and in writing

 

Qualifications:

  • Bachelor’s Degree in a field related to Organizational Management, Leadership Development, or Human Resources preferred.
  • Min. 8-10 years of applied experience in Organization Development, Learning and Development, Performance Consulting or related field required.
  • Proficiency with Microsoft Office products
  • Such alternatives to the above qualifications as the Superintendent and/or Board of Education may find appropriate.
