Job Title:  Managing Director Employee Services (Human Resources)                 

Work Group:  Employee Services (Human Resources)                  

FLSA Status:  Exempt

Reports to:  Deputy Executive Director Business Services

GENERAL PURPOSE OF THE JOB: Responsible for oversight, development and implementation of corporate human resources (HR) activities including policies, procedures and programs covering employment; employee relations; compensation; benefits; Equal Employment Opportunity (EEO) and Affirmative Action (AA); staffing; orientation; training; performance management; safety and health and other employee services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Directs corporate-wide administration of comprehensive HR programs and formulates and recommends policies and procedures for implementation. Contributes information, analysis, and recommendations to organization strategic thinking and direction, establishing human resources objectives in line with organizational objectives. Conducts research and analysis of organizational trends including review of reports and metrics from organizations human resource information system (HRIS).
  • Directs, coordinates and oversees administration of corporate classification and compensation planning; job design; staffing; recruitment and selection; safety and health; time and attendance policies; employee benefits; EEO/AA planning; employee performance management; employee development/training and orientation.
  • Supervises team of HR professionals performing HR generalist activities to meet the needs of staff and the corporation.
  • Counsels management and staff on employee relations issues, providing appropriate advice and guidance. Consults with and advises management and staff on all phases of HR policies, practices and procedures.
  • Participates in executive-directed, corporate level activities as requested. Conducts special studies; prepares reports and makes recommendations to executive management.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Directs and assists in the investigation of EEO complaints, departmental reviews and dispute resolution.
  • Prepares and monitors departmental business plan and budget.

 Knowledge, skills and abilities required of the position:

 Knowledge of:

  • Word processing/spreadsheet applications such as Microsoft Word/Excel

Requirements

Additional Information: This position requires ability to generate and apply unique business insights; strong leadership skills and ability to lead cross-functional teams; interpersonal effectiveness, including the ability to lead change and influence without direct authority.  Must have strong written and verbal communication.

Must have skill in negotiating and conflict resolution.

This position requires an ability to fairly and effectively work with a wide variety of people and groups, including staff, vendors, and the public. This position requires skill in planning, organizing, assigning, managing and coordinating activities of staff; effective time management; presenting ideas effectively; dealing constructively with conflict and developing consensus; selecting, supervising, training, evaluating staff and delegating responsibilities.

The position requires excellent conceptual, analytical, decision-making, organization and planning skills. 

Must be knowledgeable of Federal and State employment law and its practical application.

Education Requirements: This level of knowledge would normally be acquired through completion of a bachelor’s degree program in human resources management, business administration, or related field of study.  A minimum of four years’ related experience may be substituted for degree requirements. 

Position requires current certification through the Human Resources Certification Institute as a Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR) or Global Professional in Human Resources (GPHR), or equivalent Society for Human Resources Management (SHRM) professional certification.

Experience Requirements: Position requires more than five years’ progressively responsible experience in Human Resources management.  Also requires a minimum of two years’ supervisory experience.
