JOB SUMMARY

Responsible for the day-to-day administration required of the company’s recruitment, benefits, compliance, and compensation programs, in accordance with federal and state regulations and company plans and policies. Provide on-going human resources support to employees at all levels of the organization. Promote positive customer relations by acting as a liaison between employees, benefit providers and/or other departments to resolve benefit or pay related issues.  Maintain accurate organizational data in the Human Resources Management System (HRMS).  Assist with Worker’s Compensation administration, including return-to-work, restricted duty assignments, time keeping, etc.  Ensure all compliance requirements are followed and maintained per local, state, and federal regulations. 

ESSENTIAL JOB FUNCTIONS

Process salary changes in accordance with the company’s salary plan, performance management process and the union contract.

Compile, maintain and submit various departmental reports including regulatory, organizational, and ad hoc requests. Respond to additional requests for information or statistical analysis. 

Perform day-to-day administration of the company’s benefits plans to include, but not limited to, the following:  medical, dental, life, County Employee Retirement System (CERS), short- and long-term disability, flexible spending accounts (dependent and health care reimbursement), 401(k)/457 retirement plans and retiree insurance programs. 

Coordinate and manage annual Open Enrollment for active employees and retirees including development, preparation, distribution, and communication of benefit information to participants; preparation of HRMS open enrollment module; and processing changes in HRMS and carrier websites.  Arrange on-site presentations by providers and conduct presentations, as needed.  Provide on-site and after-hours employee assistance, as needed.

Act as a liaison between plan representatives, third party administrators, employees, dependents, retirees, and consultants regarding benefits and retirement/pension matters.  Conduct research and contact appropriate parties to resolve issues in a timely manner. 

Reconcile monthly benefit invoices.  Collaborate with carriers to determine appropriate resolution for billing and/or plan discrepancies. Identify monthly payable amounts and provide monthly billing statements and supporting documentation to Accounting for payment.  Update benefit spreadsheets monthly to track and monitor calendar and plan year costs for budgeting purposes.

Recruit for union and non-union positions including posting on internet/external websites, distributing postings via email to internal/external contacts, maintaining a current list of and regularly communicating with various outreach groups and organizations to attract and hire from a widely diverse pool of candidates.       

Conduct the initial screening of resumes to identify qualified applicants and provide managers with selected resumes for review and selection of final pool.  Develop interview questions appropriate for position, participate in interviews and provide guidance to managers in selection of qualified candidate(s).  Consult with manager to determine appropriate salary offer, extend offer(s) to candidate(s), and conduct and review pre-employment screening and reference checks, prior to candidate’s date of hire.   

Assist management with the development and/or revision of job descriptions and progression plans at least every three to five years or as necessary.  Identify opportunities for career progression within job families and provide recommendations to management.

Maintain departmental records pertaining to employment, recruitment, and wage/benefits administration to ensure compliance with federal and state regulations and departmental policies and procedures. 

Continuously assess HRMS Employee Self Service to ensure navigation functionality and links coincide with the Human Resource and Labor Relations intranet and company internet.  Ensure sites provide easy access to carrier links, documents, summaries, benefit guides, and frequently asked questions.  Provide intranet updates to Human Resources Assistant to ensure information is relevant, accurate and up to date.

Accurately and timely record employee, departmental and organizational changes in HRMS. 

Assist the Environmental Health & Safety department with Worker’s Compensation (WC) administration by tracking absences, coordinating work restrictions and releases, maintaining communication with employee, management & third-party administrator (as necessary) while employee is out on WC leave.  

Aid, as requested, with employee and labor relations investigations including meeting with employees and compiling information.

Develop RFPs in collaboration with Procurement Services; including, but not limited to, temporary agencies and broker services.  Evaluate the bid results and establish bid recipient(s).

Research and complete external wage and benefits surveys, on occasion.

Conduct new employee orientation to ensure employees understand the benefit plans, enrollment provisions and corporate policies. 

Create and maintain standard operating procedures (SOPs), work instructions, process, and operational improvements, as well as various other documents to ensure compliance where required.    

Continually seek, identify, recommend, implement, and document operational improvements.

Provide backup support and coverage to the Manager – Human Resources, Manager – Employer/Labor Relations, and HRMS Analyst, as needed. 

Perform other duties as assigned.



Requirements

Bachelor’s degree preferably in Business Administration, Human Resources, or a closely related field.

Five (5) or more years of Human Resources experience, preferably as a generalist with comprehensive knowledge of compensation, benefits, compliance, and recruitment; and

Valid driver’s license.
