About the Position:
Bring your innovative ideas, experience, and leadership to the nation's 4th largest County as our new Human Resources Director!
 
As the Human Resources Director, you will lead a high-performing, diverse team of approximately 85 HR professionals while providing strategic direction to ensure an innovative, employee-oriented, and high-performance culture is in place. This highly visible role teams with the County Manager and the Board of Supervisors to provide strategic and operational guidance to 50 departments with over 14,000 employees. You will utilize your extensive HR background to create innovative programs and implement best practices in all functions of a comprehensive HR department.

Position Qualifications:

We recognize your time is valuable, so please apply if you meet the following required qualifications.
 
Education:

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field 

 
Experience:

  • Ten years of increasingly responsible human resources leadership experience, which includes leading HR teams, budget management, strategic innovation, and process improvement initiatives 

 
Our Preferred Candidate has:

  • MPA, MBA, or Master's in Human Resources or related field
  • Experience in a public sector, human resources environment managing a multi-million-dollar budget
  • Experience working with a public governing body such as a Board of Supervisors or a private sector Board of Directors
  • Experience with self-funded employee benefit plans
  • Experience with high-level, complex workplace investigations for a large employer with a formalized discipline/grievance process
  • Certification by a Human Resources professional organization, such as SHRM Certified Professional (SHRM-CP), Professional in Human Resources (PHR), or IPMA-HR Certified Professional

  • Strategic planning skills with the ability to develop and apply best practices and a vision for an organization with over 14,000 employees
  • Comprehensive knowledge of all facets of the HR discipline, including employee relations, compensation, payroll, and records, HRIS, recruitment, employee benefits, diversity, equity and inclusion, and appropriate labor laws for a non-organized workforce
  • Extremely strong written communications and marketing skills with the ability to prepare reports, narratives, correspondence, and presentations for executive management, public officials, investigative bodies, employees, and County residents
  • Highly developed relational skills with the ability to effectively interact with a Board of Supervisors, executive leadership, department directors, and external stakeholders
  • Executive leadership skills with the ability to lead and mentor a large staff of HR professionals and paraprofessionals
  • Strong communications skills, including the ability to listen, process, and respond to leaders and staff in a timely manner
  • Financial and business acumen skills, including the ability to develop and manage an $11M budget across all HR divisions
  • Ability to direct and lead enterprise-wide HR initiatives, utilizing strong project management skills
  • Knowledge of large, self-insured benefit plans under a comprehensive benefits trust, including deferred compensation and defined retirement plans
  • Ability to enact, manage and implement cultural and process change in a large organization 
  • Ability to work independently, exercise judgment, resolve complicated and sensitive issues, and make sound decisions and recommendations
  • Strong ethics and the ability to model a calm and rational demeanor in stressful situations


Working Conditions:
Office or administrative work and is not substantially exposed to adverse environmental conditions.

Selection Procedure:

The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. Those selected will be assessed based on the evaluation of listed education and experience. The hiring authority will interview and select the successful candidate from a list provided by Human Resources.
 
All offers of employment made to new hires and rehires at Maricopa County are contingent upon successful completion of a post-offer, pre-employment thorough background investigation. A background investigation is conducted on a current employee who changes to a Safety Sensitive Position or one having the potential for serious adverse impact on the integrity or efficiency of the County. These requirements do not pertain to employees of elected officials who undergo background investigation processes administered through their respective offices.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on relevant experience, internal equity, and budgetary allowances.
