The primary purpose of this position is to provide internal consulting, business partnership, and total rewards program design services to the Human Resources Consulting Services staff. The incumbent will interface with multiple lines of business and with HR leadership in designing, developing and delivering compensation policies and programs that enhance Oak Ridge National Laboratory’s (ORNL) position as one of the premier research and development organizations.

• Research, gather and analyze data to determine appropriate salary level validation, compensation/market benchmarking and job title for targeted new positions.
• Analyze compensation practices in relation to similar companies in comparable industries or geographic areas and recommend changes as appropriate to establish and maintain competitive pay rates and ensure equity, including base salary, variable pay, and other benefits.
• Conduct salary surveys and participate in them, interpreting salary data, and performing compensation analysis as needed.
• Evaluate the effectiveness of existing benefit plans/programs to ensure competitive nature within the marketplace.
• Re-evaluate current job positions, promotions, and compensation proposals for internal job bids as well as for prospective employees.
• Conduct internal equity and job analysis across ORNL directorates. Review positions for proper ORNL job ladder and band assignment to comply with the Fair Labor Standards Act (FLSA).
• Participate on cross-functional teams that are responsible for the delivery of compensation, performance management, and human resource information systems solutions.
• Act as internal and external contact in the design, development, and delivery of compensation policies, practices, and guidelines.
• Partner with the HR Information Systems (HRIS) and Benefits team members to ensure all toolsets provide a high level of service and content specific to the needs of the HR staff and Lab line management.
• Prepare the annual Compensation Increase Plan (CIP) proposal for DOE’s approval by conducting market analysis, ORNL gap to market analysis, development of an annual merit matrix, and making pay band structure movement recommendations/decisions.
• Prepare statistical analysis, data modeling, and incentive pay programs.
• Develop and administer the annual salary budget for merit, promotion, adjustment, and variable pay ensuring appropriate budgeting and distribution of funds to directorates. Track spending against plan.
• Ensure that compensation milestones are met, and all are on schedule, within budget, scope and performance standards.
• Analyze, administer, interpret, and execute compensation policies, practices, guidelines and programs.
• Ensure total rewards programs are innovative and current regarding trends, practices, and costs.
• Lead the development of proactive metrics and reports that drive forecasting capabilities and strategic insights.
• Maintain a strong commitment to the development and sustainment of an organizational culture reflecting the highest standards of integrity, values, and ethics.


Basic Qualifications: Bachelor’s degree in human resources or business field with a minimum of eight to twelve years of relevant compensation administration experience.

Preferred Qualifications: Master’s degree in business, human resources or related fields is preferred with seven to ten years of experience in compensation and human resources management in a larger organization is preferred.

Experience with SAP software, Success Factors, or other HRIS experience is a plus. CCP (Certified Compensation Professional) designation or progress towards a CCP is a plus. SHRM certification also is a plus. Self-motivated and self-directed individuals will thrive in this position. Excellent analytical, communication, and interpersonal skills are required as well as the ability to handle superior level of confidentiality concerning employee information. The incumbent must have proven ability to work in a consultative manner as a team member in a collaborative environment. Excellent time management, interpersonal, communication, presentation, organization, decision-making, and planning skills are a key to success. Excellent written, oral, and interpersonal communication skills are a must.

Position requires a high level of proficiency in business computing software, HRIS systems and reporting writing tools, Microsoft Office, Word, Excel, Outlook, PowerPoint and Explorer.
