Responsible to oversee all HR functions. Direct the planning, development, implementation, administration of HR/Company policies, employment, compensation, health benefits, 401(k) defined contribution plan, employee relations, equal employment opportunity, HR affirmative action, payroll, and health and safety services & programs, oversee Office Services. Insure compliance with all Federal/State laws and regulations.

  • Manage Company payroll function
  • Select and administer employee health & welfare benefit plans; recommend enhancements to current programs.

-       Prepare monthly employee eligibility reports and distribute employee benefits packets

-       Process health insurance enrollment/termination, Cobra transactions/communications; reconcile monthly bills

-       Administer and process Company Safety, Workers’ Compensation & Disability Plans

-     Report process employee workers’ comp incidents, leaves of absence (disability, pregnancy and other LOAs), calculate disability benefit/insurance integration (SL, SDI, VAC, WC,LTD)

  • Administer and serve as Plan Trustee of 401(k) Plan

-       Quarterly Enrollments, Changes, Loans, Withdrawals; Annual Plan Audits

  • Responsible for drafting policies and procedures with senior management to build a strong organizational culture and processes
  • Government report Preparation/Maintenance & Filings

-       EEO1, Vets 100, WC Cal Osha 300, Health/Welfare/401(k) Plans Form 5500 IRS Filings

  • Assess organizational staffing needs and define metrics to ensure the company’s ability to attract and retain requisite talent for future success.
  • Recruitment and staffing for all levels (includes interviewing, checking references, establish salary);orientation of new hires; arrange for temporaries as needed (negotiate markup); keep website and job postings current; maintain electronic job descriptions on file for all positions and update on annual basis concurrent with annual with Performance evaluation process.
  • HRIS System Administration: Input, maintenance, back-up, payroll interface and report generation..ork with managers, employees and subordinates to resolve performance problems; help prepare/edit related disciplinary warnings; resolve employee disputes and legal issues.

-       Ensure required HR paperwork is received and fully completed before interfacing to payroll.B Oversees Employee Safety Program, investigates accidents and manages Workers’ Compensation Plan and claims; keep OSHA LOG.

  • Arrange company functions (picnic, holiday party, etc.)
  • Propose and implement employee recognition programs.
  • Develop and provide on-going management and employee training and development plans.
  • Prepares Company annual staffing and benefits budget information.
  • Serve as back-up to payroll function as needed.


Requirements

Requires a bachelor’s degree with 7+ years’ progressive Human Resources generalist and payroll experience. PHR or SPHR certification preferred. Oversees the Office Services function and supervises the Payroll Administrator and OS/HR Coordinator. Relies on experience and judgment to plan and accomplish goals. Strong understanding of employment laws; stays abreast of legislative changes and evolving HR treads. Comfortable with resolving employee disputes, administering disciplinary actions, and developing solutions and programs aimed to improve greater HR efficiency and service. Must possess excellent written/verbal communication and presentation skills, sound judgment, exceptional organization, prioritization, problem-solving, follow-through, and people skills. PC proficient (Word, Excel, Outlook, HRIS) and experience with ADP Payroll and HRIS Power Source systems (or other automated payroll/HRIS systems). Fiduciary responsibility and handling of high level sensitive and confidential information. Occasional travel required.
