DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Senior Staff Analyst (HR Business Partner) ensures operational excellence in the Houston Airport System, Human Capital Management Division through planning, development, and implementation of all strategic HR initiatives.  This position functions in a senior staff role to provide professional analytical, administrative and/or management systems services.  This role will aid with workforce planning, metrics, analytics, and the manage of special projects in service to immediate leadership, the business, and administrative partners.  Investigates and makes recommendations for addressing issues of medium to high complexity and/or sensitivity.  Compiles data, produces information and interprets results through conclusion or recommendation formulation.  Develops reports, special documents or publications as assigned; completes special projects as assigned, working on a wide variety of financial, administrative, professional, and management; represents supervisor at meetings and functions to gather information and to articulate supervisor's opinions and recommendations.  The success of this role is highly dependent on the ability to work collaboratively with the management team and in a shared services model with the City of Houston.  "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required."

Preference will be given to applicants with prior experience in a Human Resources environment performing professional administrative, financial analytics, and labor and/or employee relations strategy and metrics. Experience in leveraging Human Resources metrics and trend analytics i.e. related to aviation industry benchmarks, productivity, leave, optimizing workforce planning, and risks mitigation. Capable of developing financial models to anticipate costs associated with proposed policy and/or organizational changes. Demonstrate knowledge of human resources and labor practices in a corporate or customer driven work environment is a plus.  "SHRM-CP or SHRM-SCP Preferred"


WORKING CONDITIONS  
The position is physically comfortable; the individual has discretion about walking, standing, etc.  There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.  Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Advanced analytic ability is needed to gather and interpret data where answers can be found only after detailed analysis of many facts. Work is typically performed under limited to general supervision.

Requirements

EDUCATIONAL REQUIREMENTS 
Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed. Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
 
EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
 
LICENSE REQUIREMENTS  
Requires a valid driver's license and compliance with city's policy on driving (AP 2-2).
