Job Description:

Our Bethesda office is seeking a critical contributor to join our team of professionals as a recruitment professional.  The candidate will identify, recruit, and negotiate with the best potential staff and consulting resources required to support proposal efforts and ongoing company needs and to ensure the smooth hiring of these staff members. 

Duties and Responsibilities:

  • Support recruiting efforts for proposals with all service lines.
  • Work will include developing job postings, sourcing candidates / SMEs / consultants, cold contacting of potential candidates, identifying organizations and other sources that may have candidates in the service lines of interest, conducting phone screens, negotiating rates and salaries, and coordinating interviews and hiring efforts.
  • Extend job offers, present company overviews and benefits.
  • Establish and maintain processes and strong relationships with Business Development, Finance/Contracts, Project Management and Senior Management and other team members to create a partnership that yields success.
  • Proactively build talent pipeline and network of potential candidates for existing and upcoming needs, and maintain contact with high-potential candidates in anticipation of future needs.
  • Maintain communication with candidates through the proposal and hiring process.
  • Track candidates throughout the recruiting process.
  • Participate in meetings for proposal development and staffing.
  • Must work independently to personally handle volume recruiting and achieve fast-turnaround results during the busiest season.



  • BS/BA degree
  • 4+ years of recruiting experience in the federal government contracting field, with substantial recruiting experience in the areas of monitoring and program evaluation and technical assistance to grant-making agencies.
  • Specific experience in proposal staffing in the space relating to civilian agencies with social sciences programs including education; workforce; human services; children, youth and families; food and nutrition.
  • Demonstrated experience in all full life-cycle recruiting components including, but not limited to, sourcing, qualifying candidates, networking, assessing candidates, and compliance with federal and state employment practices.
  • Experienced in searches for W2, 1099 or Corp-to-Corp candidates.
  • Experience partnering with business development and proposal operations to provide recruiting support for pre-award opportunities.
  • Some management experience is desirable to establish processes and procedures and work effectively across units.
  • Experience using web-based applicant tracking systems.
  • Past experience marketing and/or direct working knowledge of at least 3 of the following services lines to the federal government is required: Research & Evaluation, Information & Communications, Management & Technology, and Technical Assistance and Training for grant-making agencies.

  • Must work independently.
  • Must be available locally to work in the Bethesda office.
  • Must have excellent people skills and ability to communicate effectively both verbally and in writing.
  • Flexibility to work surge hours as required during proposal time frames.
  • Must be authorized to work in the United States.  MSG will not consider visa sponsorship for this position.
