The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Position Information
The California State University, Office of the Chancellor, is seeking a Senior Manager of Systemwide Labor Relations/Collective Bargaining Specialist to implement and coordinate systemwide policies and procedures to ensure compliance with applicable laws, regulations, and labor contracts with faculty and staff collective bargaining units and to support the mission of the Labor and Employee Relations Department. This position will also be responsible for assisting the Assistant Vice Chancellor, Labor Relations and the Chief Negotiator & Senior Labor Relations Advisory by exercising supervision and oversight of the collective bargaining function within the Labor Relations Department

Under the general direction of the Assistant Vice Chancellor, Employee and Labor Relations, the Senior Manager of Systemwide Labor Relations/Collective Bargaining Specialist will:
-Negotiate Collective Bargaining Agreements
-Conduct Meet and Confers over negotiable changes within the scope of representation to include taking the lead on Meet and Confers with the various unions, and responsibility for all systemwide negotiable issues
-Provide advice and supervision in respect of the collective bargaining function of the CSU
-Exercise day to day responsibility for the collective bargaining function within labor relations, and act as the primary point of contact for collective bargaining questions and inquiries (internal and external)
-Respond to employee grievances arising from collective bargaining agreements
-Assist campuses in advocacy and dispute resolution
-Research issues of employment and labor law and regulation, as needed
-Assist in the development of systems to monitor the effectiveness of policies, procedures and practices--Participate in training programs for campus, system managers, and administrators
-Serve as CSU representative on systemwide Labor Management Committees
-Act as labor relations point of contact for designated campuses, including providing CO grievance responses and representation in grievance hearings
-Other duties, as assigned

This position requires:
-Bachelor's degree in Industrial Relations, Business, Law or other related field; relevant advanced degree or equivalent experience in industrial relations, human resources management, or related field is preferred
-Minimum of five years of experience administering collective bargaining agreement(s), handling grievances or complaints from employees, experience negotiating and interpreting collective bargaining agreements
-Minimum of 3 years as chief spokesperson for labor contract negotiations, preferably in higher education
-Experience in campus relations in higher education
-Extensive knowledge of labor and employment laws, including FLSA, Title VII, ADA, FEHA, NLRA and HEERA
-Demonstrated ability to work in a complex political environment and to work as a member of a team
-Exceptional interpersonal, diplomacy, oral and written communication skills
-Labor relations experience in higher education environment preferred
-Demonstrated experience of a customer service orientation and be able to work effectively as part of a team
-Ability to research issues of employment and labor law and regulation

Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter

The Chancellor's Office policy requires that the selected candidate successfully complete a full background check (including a criminal records check) prior to assuming this position
