Position Summary

The Northbrook Park District is seeking a Senior Manager of Human Resources to be responsible for providing day-to-day leadership of the human resources department, consultative support to management and setting priorities for the function. The focus of this position is to create an environment which fosters a high level of employee engagement and a goal oriented and performance-based culture.

The Senior Manager of Human Resources interacts with all levels of management and employees, has a strong understanding of the organization and collaborates with the Senior Leadership Team (SLT) on District wide initiatives. While a focus of this position is serving in a strategic and consultative role, this is also a generalist, practitioner role involved in the tactics of running a HR department for an organization of 73 full-time employees, 50 part-time employees and nearly 400 seasonal employees. This position directly supervises the Human Resources Manager and the Risk Manager.

Job Duties & Responsibilities

  • Lead the HR Team in delivery of services to applicants, employees and Managers in the areas of recruitment and selection, onboarding and offboarding, benefits, compensation, performance management, Risk Management, training, compensation and employee and employee / labor relations.
  • Continuously develop direct reports by providing feedback and opportunities for growth. Specific responsibilities include: training and coaching, providing daily work direction, providing performance feedback and hiring and salary administration.
  • Function as a consultative business partner to Divisions regarding key organizational and operational issues.
  • Develop and implement employee relations and employee communications programs that will contribute to a positive, responsive and progressive work environment.
  • Work in conjunction with the HR Manager, operational Managers and employees to facilitate problem solving; coaching and advising managers with relevant policies and best practices.
  • Lead the development and execution of the performance management system to include performance feedback, goal setting, progress monitoring and Performance Improvement Plans.
  • Oversee the renewal of benefit plans as well as evaluates other competitive offerings with an eye on cost against value to optimize the benefits offering. Spearhead the education of employees relative to the benefits program.
  • Oversee the HR Manager’s leading of the recruitment and selection, onboarding and offboarding of employees. Lead the positioning of the District as an employer of choice in the market.
  • Oversee the development and communication of a market-based job classification, compensation and total rewards program, both monetary and non-monetary.
  • Leverage technology to make the delivery of Human Resources service responsive, efficient and employee centered.
  • Partner with the Risk Manager and Division Managers to develop and implement training programs for employees, such as safety, communication, management and compliance training.
  • Partner with the Parks Director and Managers to foster a positive working relationship with the bargaining unit representing Parks employees. Work collaboratively with outside labor counsel and the District’s negotiation team to plan and successfully complete labor contract negotiations.
  • Communicate, enhance and uphold employment policies and practices, effectively addressing business needs with compliant and innovative solutions.
  • Stay current regarding changing legislation impacting the organization and continuously reviews and designs policies that meet organizational goals and maintains compliance.
  • Lead the team conducting internal investigations relating to allegations of misconduct in the workplace.
  • Lead the planning and completion of termination meetings.
  • Other duties as assigned.

Requirements

  • Bachelor’s degree (B.A.) in Business or Human Resources from a four-year college or university or equivalent professional knowledge and/or work experience. A Master’s degree in Human Resources is preferred. Position requires over 7 years of prior professional experience in Human Resources.
  • The following certifications are preferred for this position: Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR)
  • Keyboarding skills
  • Intermediate skills in Microsoft Word, Excel, PowerPoint and Outlook
  • Advanced skills in facilitation, presentation and meeting management

Salary and benefits

$90,000-$95,000 per year based on experience. Position includes full benefits package and enrollment in the Illinois Municipal Retirement Fund (IMRF).
