The City of Berkeley is seeking a dynamic leader to fill a Senior Human Resources Analyst position.  This is a position responsible for a specific function in the Human Resources Department such as recruitment, classification and compensation, employee relations and labor relations.  Incumbents are required to be proficient in best practices, have knowledge of policies and procedures related to human resources necessary to achieve program results.  Assignments, and responsibilities may include multiple programmatic areas as primary with the expectation of providing support in other areas as the need arises.  In addition, this position may supervise Analysts, Technicians and clerical staff.

The current open Senior Human Resources Analyst supervises the Examination Unit with four staff responsible for full-cycle recruitment, which includes planning, developing and administering examinations, conducting desk audits, delivering HR training and collaborating with managers by providing staffing solutions. Incumbent may be required to attend evening meetings to make presentations to the Personnel Board.

Typical duties include:

  1. Plans, organizes, supervises, and evaluates the work of assigned staff;
  2. Develops procedures and recommends policies for assigned area(s), and identifies and implements improved methods for operations;
  3. Develop and updates various HR training curricula; presents these trainings to employees and supervisors/managers;
  4. Designs and implements recruitment outreach programs to ensure well-qualified and diverse candidate pools;
  5. Designs and administers job-related recruitment processes, including, but not limited to application reviews, written and performance tests, interviews, and assessment exercises;
  6. Conducts job analyses, desk audits, and organizational need assessments; creates or revises classification descriptions;
  7. Collects, evaluates, and analyzes compensation and benefits data and prepares recommendations and reports;
  8. Directs the maintenance of a centralized payroll/personnel system;
  9. Participates in labor negotiations as a representative of the City; represents management during meet and confer processes, grievances, disciplinary actions, and other labor relations activities with the Union;
  10. Interprets, applies, and advises employees, supervisors, and managers on policies, procedures, collective bargaining agreements, and regulations;
  11. Conducts varied analytical studies and investigations; prepares reports, correspondence, and a variety of written materials; presents findings, both orally and in writing, to the appropriate parties;
  12. Monitors developments in the human resources field, evaluates their impact on City activities, and recommends policy and procedural improvements; and
  13. Performs related duties as assigned.


Requirements

Education
Possession of a bachelor's degree from an accredited college or university in business or public administration, human resources management, industrial relations, or a closely related field

Experience
Four (4) years of professional human resources experience in more than one HR functional area or program, which includes at least one (1) year experience functioning in a lead capacity. Additional professional-level relevant work experience may be substituted for the required college education on a year-for-year basis.
 

  • Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities.
  • When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
