The Department of Economic Security (DES) is seeking a proven business leader to head our Division of Benefits and Medical Eligibility as a Senior HR Business Partner. Established in 1972, DES is Arizona’s agency for Human Services. Every day, our committed workforce of more than 7,700 helps Arizonans reach their potential through social services that train, rehabilitate and connect them with job creators. DES invests approximately $4 billion annually to assist more than 2.9 million Arizonans.


The Senior HR Business Partner is both a strategic and hands-on role that engages in all aspects on Human Resources. We are seeking someone with a solid HR background, demonstrated high-level change management experience and strong data analytics skills. The selected individual will be able to drive executive decision making through data analytics, drive cultural initiatives and build internal business partnerships. We are interested in leaders who can coach and develop others, offer creative solutions to organizational challenges and execute HR strategies that will positively impact employee effectiveness and engagement for the division.


The role of Senior HR Business Partner requires sound judgement, discretion and effective, persuasive communication skills. Prospective candidates will be expected to understand organizational goals and recommend new approaches, policies and procedures to affect continuous improvements in division objectives, productivity and organizational development. Skill in designing and deploying HR initiatives, project planning and conflict resolution skills are critical to success, along with the ability to quickly adapt to changing needs and shifting priorities.


-       Bachelor’s degree or 4 years of equivalent experience in Human Resources, Business or Organizational Development; or, a minimum of 7 years of experience in Human Resources in progressive cross-functional roles, of which 4 years was in a leadership role driving strategic human capital priorities. A Bachelor’s degree in a relevant field may substitute for 2 years of leadership experience.


-          In-state travel may be required. This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
