Senior HR Business Partner

INPO's Senior HR Business Partner works independently under minimal supervision to execute and facilitate the administration of human resources/talent operations. This position requires knowledge of multiple Human Resource disciplines, strong project management/administration skills and strong knowledge of employment laws and their applicability to the human resources function.

Essential Functions

 HR Operations

  • Coordinate with Manager, Talent and leverage partnership with recruitment function to track and reconcile headcount and update org charts.
  • Ensure core processes and internal controls are executed with rigor, attention to detail and accuracy
  • Responsible for the entry, maintenance and accuracy of personnel data in various systems for all changes for corporate personnel (hires, promotions, transfers, separations, other changes necessary) and ensure adjustments are completed accurately and timely.
  • Responsible for ensuring the onboarding process including background checks, reference checks and personnel files are completed to expectation by the HR Administrative Coordinator.
  • Serve as the primary point of contact for both managers and employees for HR matters, resolving day-to-day issues from onboarding through termination and off boarding.
  • Serves as a liaison with other departments to assist employees resolve issues/concerns and questions.
  • Responsible for managing the Reverse Loan program including drafting MOU’s, engaging with the individual regularly for updates, coordinating with payroll, and tracking status.
  • Oversees the relocation process for new hires by acting as a liaison with the moving company and assisting the employee with expense reimbursement.
  • Assists in the development and administration of various human resources policies, plans and procedures.
  • Supports in the execution of Talent projects and programs.
  • Perform set of administrative duties to support execution of operational activities within HR function.

Talent Partner

  • Build trusting partnerships with employees through consultative and collaborative efforts to ensure effective HR Programs that support organizational and talent capabilities
  • Coach managers and employees to improve work relationships, build morale, and increase productivity and retention to enhance employee engagement and successful business outcomes; assist managers with hiring and termination decisions
  • Identify learning and development opportunities for designated business segments and recommends appropriate programs

Employee Relations

  • Conduct and resolve difficult employee relations issues; conducting effective, thorough and objective investigations and recommends action plans
  • Provide day to day performance management guidance to line management (coaching, counseling, career development, disciplinary actions). Handle employee relations counseling, outplacement counselling (where applicable), and the exit interview process.


  • Ensure compliance with all legal and regulatory concerns including Federal, State, and local laws and regulations related to the Human Resources function such as FLSA, ADA, Civil Rights Act of 1964, and FMLA
  • Make recommendations to improve operational efficiency, identifying new approaches to procedures to effective continual improvements in the department and services performed
  • Support the administration of the compensation program and annual compliance reporting.
  • Partner with the HRIS Program Manager on the development and execution of processes to enhance Talent offerings.
  • Lead and/or participate in designated and ad hoc project teams
  • Mentor and coach the HR Administrative Coordinator.
  • Performs other duties and projects as assigned



  • Strong knowledge of employment laws
  • Knowledge of INPO HR policies and procedures
  • Knowledge and proficiency of Microsoft Office applications
  • Working knowledge of the U.S. nuclear utility industry


Education, Licenses, and Certifications-


  • Bachelor’s degree in Human Resources, Business Management or equivalent


  • HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP)
  • Master’s degree in Human Resources or a related field



  • Minimum of 5 years business experience
  • Minimum 5 years HR Generalist experience with increasing levels of responsibility in a diverse employee population
  • Minimum 3 years employee relations experience
  • Technical and functional knowledge of state and federal employment labor laws, Workers’ Compensation, OSHA, FMLA, ADA, benefit programs and regulatory requirements
  • Demonstrated success working in a matrixed organization
  • Working knowledge of multiple Human Resource disciplines including employee relations, recruitment, performance management, federal and state laws, compensation practices, organizational diagnosis and diversity/inclusion
  • Strong work ethic and ability to work effectively in a fast-paced, matrixed environment with excellent organizational skills
  • Excellent communication, analytical, and problem-solving abilities with a strong attention to detail.
  • Demonstrated pro-active and service-oriented approach with strong coaching and dispute resolution skills
  • Experience thriving with a high volume workload in a dynamic, fast-paced and changing environment that is results oriented and collaborative
  • Passion for innovative HR solutions and process improvement; demonstrated experience driving process improvements
  • Demonstrated proficiency in MS Office, including Excel.


  • Minimum of three years’ experience as a Human Resources Business Partner
  • Minimum of three years’ Project Management experience
  • Previous experience interacting with senior executives
  • Knowledge of one or more INPO operational areas
