Under general supervision, performs technical, administrative and analytical support for the business partners in areas such as workforce planning, performance management, onboarding, employee engagement surveys, talent management and assist with review of HR policy administration. Coordinates special projects/programs as assigned Serve as a point of contact for internal clients.

Essential Functions
• The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Supports the HR Business Partners with various administrative, technical and analytical needs.
• Assists with identifying measurement models and tracking key HR metrics for various Agency departments.
• In partnership with the SHRBP gathers and analyzes data on the performance and impact of HR programs/ processes/ policies, highlights areas of concern or improvement, and partners with the Total Rewards Team to create ad-hoc reports and presentations as requested to ensure achievement of targeted results.
• Maintains and ensures confidentiality of time and personnel sensitive materials. Ensures that employee files are maintained in accordance with legal requirements, Agency policies and procedures, and HR standards. Audit files as needed.
• Assist in deployment of HR transformational goals (change management) and required levels of client report.
• In partnership with Total Rewards maintains analytical reports ensures timely updates, and provides organization and distribution of reports for use by the HR leaders, SHRBP and business leadership.
• Deeply understand HR processes and analyze data to drive improvement.
• Builds strong relationships and collaboration with all agency employees and demonstrates exceptional judgment and discretion when dealing with highly sensitive people data.
• Assists with the new employee orientation sessions set-up, administration, and presentation. May answer questions about Agency culture, Agency policies, and organization overview of Sound Transit.
• Coordinates with the total rewards team, training and recruitment team to assist employees with general questions
• Assists with employee inquiries related to Agency policies and practices.
• Assists the other members of the HR team with the implementation of services, policies, and programs, as needed.
• May serve on various HR committees to implement new Agency initiatives.
• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.
• It is the responsibility of all employees to integrate sustainability into everyday business practices.
• Other duties as assigned.


Minimum Qualifications
Education and Experience:
Bachelors' degree required.  At least three years of related experience in an HR department. Proficiency in Microsoft Office Suite. Strong numerical, analytical and reporting skills required.

Required Licenses or Certifications:

Required Knowledge of:
• Microsoft Office Suite
• Basic principles, practices and standards of human resources administration in assigned areas.
• Pertinent federal, state, and local laws, codes, and regulations.
• Customer service methods and techniques.
• Office procedures, methods and equipment including computers and applicable software applications such as word processing, spreadsheets and databases.
• English usage, spelling, grammar, and punctuation.
• HRIS systems applications

Required Skill in:
• Utilizing Microsoft Office Suite in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
• Maintaining confidentiality and communicating with tact and diplomacy.Multi-tasking in a fast-paced environment and to work independently or as part of a team.
• Working effectively under pressure, meet deadlines, and adjust to changing priorities.
• Responding to inquiries and in effective oral and written communication.
• Ability to take initiative.
• Excellent organizational skills.
• Accuracy and attention to detail.

Physical Demands/Work Environment
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery when visiting job sites during construction and when working in the field.
