Senior Director of Human Resources

The Senior Director of Human Resources is a key strategic leader in the Provost Center. The Provost Center https://provost.upenn.edu/ is comprised of a broad and diverse portfolio of administrative and academic units, ranging from Athletics, the Penn Libraries, Penn Global, the Penn Center for Innovation, to arts organizations such as the Annenberg Center for the Performing Arts and the Penn Museum. These units have approximately 1,500 full-time staff. The Sr. Director serves as an advisor to leaders across the Provost Center in the development and implementation of plans and programs that enhance the quality, diversity and well-being of the workforce, while ensuring that human capital is effectively aligned with academic and business priorities. An important focus is driving process improvement, accountabilities and operational efficiencies across the HR function. The ideal leader will appreciate the goals and culture of each Provost unit, understand their financial positions, and will make HR recommendations that reflect these dynamics.

Reporting to the Associate Provost for Finance and Planning, and with a secondary reporting line to the Vice President for Human Resources, the Sr. Director oversees all human resource management functions in the Provost Center and ensures uniform compliance with legal and regulatory requirements and University policies, practices and procedures. Specifically, this role is responsible for the success of all areas within Provost HR, including talent management and recruitment, compensation, diversity, equity and inclusion, and organizational development.

The Sr. Director must possess and demonstrate excellent leadership, operational experience and a solid understanding of all areas of HR . Leading a team of 5 full-time staff, including three HR associate directors, a senior recruiter and a coordinator, the Sr. Director will clearly define roles and responsibilities across the team and effectively manage the team's performance. The Sr. Director regularly reviews and improves HR business process and practices across the Provost Center to efficiently use the enterprise HR system (Workday), so that it minimizes workload on non-core users, while ensuring accuracy and compliance. S/he will regularly produce and analyze HR reports and analyses that inform budget planning, compensation decisions, staffing, and other organizational planning activities

As a trusted advisor to the Provost, Associate Provost and other senior leaders, the Sr. Director must exhibit exceptional judgement, integrity and discretion

Oversee all human resource management functions for the Provost Center and ensure uniform compliance with legal and regulatory requirements and University policies, practices and procedures:

  • Oversee and direct strategic human resources functions including policy, compensation, benefits, staffing , recruitment, employee relations, retirement, separations, management training, organizational development, wellness, and compliance
  • Supervise 5 full-time staff to provide a wide range of HR services
  • Partner closely with Provost Center Finance and Provost Center directors to ensure that HR decisions align with business and financial goals
  • Apply a sustained business and stewardship lens when developing compensation, benefits and people strategies in support of unit-level goals and the University's mission
  • Facilitate annual salary planning process and provide continual training to managers to ensure internal and market equity
  • Train and consult with supervisors/managers to successfully develop staff and in addressing corrective/disciplinary actions, when needed
  • Evaluate and manage departmental HR budget; oversee maintenance of employee files/records
  • Partner with colleagues to actively monitor HR issues and increase strategic and operational effectiveness at Penn

    Lead HR Operational Improvements and Analyses:

  • Collaborate and develop shared priorities and strategies in partnership with core HR, Provost leadership and center directors to create an integrated approach to operational efficiency with the University's Responsibility Center Management model
  • Review and make process improvements that effectively leverage enterprise technologies in a manner that reduces end-user burden while supporting compliance and accuracy
  • Develop a more contemporary approach to reviewing compensation and improve communication with managers around process
  • Drive results through the establishment of key metrics and success measures that ensure accountability, and improve quality and operational efficiency, with a focus on levers that enable continuous improvement. Identify risks and midcourse corrections in strategy as the organization evolves
  • Identify opportunities to partner with Schools and other Administrative centers to provide shared services and increase operational efficiencies

    Lead Organizational Planning and Development Initiatives:

  • Anticipate, develop, and facilitate organizational planning efforts including performance management, succession planning, diversity and inclusion, talent management and training activities to support strategic objectives.
  • Through strategic workforce planning, provide center leaders with data driven insights to design organizational models, roles and success profiles to fulfill the business needs.
  • Manage organizational change efforts including suggesting revisions and creation of improved organizational structure, clarifying roles and responsibilities, defining selection criteria for key positions, conducting gap analysis and job redesign/job-sharing, and promoting consistency across job descriptions and conducts skills assessments as needed.
  • Track pulse of the organizations by leading staff feedback, focus groups and interviews on organizational climate issues; analyze data from surveys and lead staff engagement follow-up.
  • Drive a culture of high performance through annual employee goal setting and regular employee goal review process.
  • Train and consult with supervisors in best practices in performance management.
  • Actively promote and, as necessary, develop new cross-organization programs to support professional development for staff.
  • Identify opportunities for cross-unit professional development and succession planning

    Participate on University and Provost-level taskforces and committees. Collaborate with other University offices in support of the goals of the Provost HR:

  • Serve on the University HR Council for delegates
  • Create and leverage internal and external networks
  • Participate and help facilitate executive searches and committees.
  • Maintain professional HR knowledge and certification as needed


  • Master's degree preferred in the field of HR or organizational development; PHR/SPHR, SHRM-CP certification is preferred (Certified Sr. Human Resources Professional)
  • Minimum of 10 years of HR experience in professional human resources and organizational development
  • Proven knowledge of federal/state employment laws, including EEO, ADA, ACA, FLSA & FMLA
  • Track record of leadership, driving accountability across the HR function, and a hands-on approach to problem solving.Ability to build trust and good faith with a broad range of stakeholders, including Provost, Vice Provosts and other senior leaders. Able to critically analyze, challenge and push back appropriately
  • Strong business acumen combined with a focus on driving results.
  • Excellent organizational skills, attention to detail, along with the ability to manage multiple and competing demands.
  • Strong ability to infuse energy in team environments as well as work proficiently and at pace individually
  • Value-oriented behavior - trustworthiness, good listener, high integrity and commitment to serving the University's constituencies
  • Ability to work with a diverse group of people - faculty, staff, students, and administration - at all levels; Understands and is comfortable to deal with multi-cultural competence issues in the workplace
  • Must have excellent assessment, planning, development and implementation skills
  • Must have extraordinary interpersonal, verbal, and written communication skills
  • Working knowledge of Workday HR strongly preferred
