In Search of Human Resources Leader with Tribal Experience

The Alaska Native Tribal Health Consortium is seeking an experienced leader for its Human Resources Department. The ideal candidate will have strong connections with the Alaska Native community and extensive experience in Tribal organizations and Human Resources.

 

The Senior Director provides leadership and direction for ANTHC HR programs and activities, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, benefits and compensation.

Qualifications

  • Extensive knowledge of human resources best practices

  • Ten (10) years of human resources experience or equivalent combination of education and experience

  • Five (5) years supervisory experience

  • Senior Professional of Human Resources certificate or equivalent

 

Salary: Executive level. Depends on experience.

JOB SUMMARY:Under general direction, directs the activities of the Human Resources Department of ANTHC; directs Human Resources programs and staff, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, benefits and compensation. Manages progress towards strategic goals in recruiting, managing and retaining a highly skilled and competent workforce. Provides strategic leadership by articulating workforce needs and plans to the executive leadership team and board of directors.

 

The following duties are intended to provide a representative summary of the major duties and responsibilities and ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification.  Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

 

REPRESENTATIVE DUTIES

Provides leadership for Human Resources programs. Understands current and long-range ANTHC Corporate plans, and formulates strategies and action plans to achieve the goals of the organization. Determines Division and Department objectives, sets priorities, and anticipates potential threats and opportunities. Assures the efficient operations and sound fiscal practices required to meet objectives through effective planning, staff management, and resource allocation. Assures the satisfaction of internal and external customers.

 

Provides leadership, direction and guidance to assigned staff. Develops goals and priorities, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains and coaches management staff. Implements corrective actions and conducts performance evaluations. Reviews and approves status reports prepared by Division personnel and directs schedules and plan modifications. Advises subordinates and directs Human Resourcesprograms to coordinate problem resolution. Effectively addresses personnel issues in order to promote a productive and healthy work environment.

 

Develops and implements comprehensive total compensation and benefit plans that are competitive, cost effective, and support a sustainable total work-life philosophy of wellness and productivity.

 

Directs Human Resources operations and monitors program results. Plans and manages the resources allocations and budget. Exercises independent judgment within broad policy guidelines. Evaluates and analyzes issues, and recommends and implements solutions. Manages human resources performance and productivity. Directs the continuous improvement of the work products. Assures effective communication of issues and strategies between Human Resources and ANTHC core management team.

 

Serves as a liaison between Human Resources and various regional organizations and state and Federal agencies; advises, coordinates and serves on committees, tribal task forces and other groups. Assures fiscal accountability by analyzing expenditures and authorizing purchases. Manages the collection, analysis and reporting of operational and financial data.

 

Monitors and reviews Human Resourcestrends, advocates for resources, and recommends operational improvements. Develops solutions to address coordination, alignment, and integration of Human Resources services and planning. Assures effective communications with executive management and regional associations. Assures compliance with state and Federal regulations and accreditations. Makes professional presentations to executive management, customers and the general public.

 

Performs other duties as assigned or required.

KNOWLEDGE and SKILLS

  • Knowledge of Human Resources policies and procedures.

  • Knowledge of labor laws and sexual harassment policies.

  • Knowledge of recruitment and staffing processes.

  • Knowledge of benefits and compensation programs, health plan administration, base pay and performance management, and job analysis.

  • Knowledge of data gathering and analysis.

  • Knowledge of ANMC and department policies and procedures.

     

  • Skill in developing and implementing strategic plans, goals, and procedures for cost effective management of allocated resources.

  • Skill in analyzing human resources issues and preparing recommendations based on findings.

  • Skill in creating a work environment that fosters teamwork and professionalism, a spirit of service and responsibility, and a high standard of ethics.

  • Skill in effectively managing and leading staff, and delegating tasks and authority.

  • Skill in assessing and prioritizing multiple tasks, projects and demands.

  • Skill in establishing and maintaining cooperative working relationships with co-workers and representatives from other local, tribal, state and Federal agencies.

  • Skill in operating a personal computer utilizing a variety of software applications.

  • Skill in oral and written communication.

     

    MINIMUM EDUCATION QUALIFICATION

    A Bachelor's degree in Human Resources or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

     

    MINIMUM EXPERIENCE QUALIFICATION

    Non-Supervisory- Ten (10) years of human resources experience. Or an equivalent combination of education and experience

    Supervisory- Five (5) years supervisory experience

     

    MINIMUM CERTIFICATION QUALIFICATION

    SPHR certification from the Society of Human Resources Management Association. Additional equivalent, education, experience, or training AND a Professional of Human Resources (PHR) certification may be substituted for the SPHR certification.

     

    ADDITIONAL REQUIREMENTS

    May be required to work outside the traditional work schedule. May be called out to work off-shift in emergency situations.

     

    MINIMUM PHYSICAL REQUIREMENTS

    The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to lift approximately 20 pounds.  ANMC is not a latex free environment. Therefore, some latex exposure can be expected.
