A Business Partner/Organizational Effectiveness Consultant is a strategic partner to her/his leadership team(s) - providing expert advice on people strategy, employee communication, organization design, change management, executive and leadership development, employee engagement, and human capital strategies such as strategic workforce planning and succession planning.  Business Partners collaborate on strategy, best practices, tools and approaches. The role is influential in shaping people strategies and at the same time, often requires hands on, tactical support for implementation. As a Business Partner, you will collaborate with colleagues within Human Resources, Diversity & Inclusion and Workforce Enterprise Services to ensure seamless and effective coordination in the delivery of enterprise goals and human capital strategies.

The successful candidate’s primary client will be SMUD’s Chief Information Officer and Leadership team. Information Technology’s vision is to be a trusted strategic partner that delivers high value, forward looking, reliable technology solutions that empower SMUD, our customers, community and employees to thrive in a new energy future. The main work groups in Information Technology are: IT Security, IT Projects and Applications, Business Transformation, IT Infrastructure & Operations, IT Strategic Initiatives, and IT Strategy & Business Relationships.


Major Duties & Responsibilities

  • Responsible for planning, developing, and implementing short- and long-term strategies related to workforce planning, organization development, talent management, succession planning, and performance management within the business unit.
  • Promotes progressive advancement of the desired culture and employee engagement for the enterprise.
  • Supports change management through change program design, communications support, and facilitating internal collaboration across all subject matter processes.
  • Spearheads Workforce Initiatives within the business unit by performing workforce/gap analysis and valuation; identifies appropriate organization development opportunities; process change initiatives; develops tactics and teams needed to bring projects to fruition.
  • Champions Workforce and SMUD wide initiatives and ensures a strong partnership and mutually beneficial acceptance of and accountability for both workforce and business unit needs.
  • Develops and implements employee communication strategies for the business unit to support ongoing initiatives, programs, and processes.
  • Partners with Enterprise Performance office to support project planning, budgeting and project management processes; facilitates planning and discussion with senior leadership as necessary.
  • Monitors, evaluates and reports on workforce program productivity, effectiveness, efficiency and suggests improvements where necessary.


Minimum Qualifications

Bachelor’s degree with major or specialized courses in Business Administration, Human Resources Management, Organization Effectiveness, or a related field or equivalent experience. (If no degree, nine (9) years of experience is required.)
Minimum of 5 years of progressively responsible experience influencing Senior Leaders in the areas of organization development, workforce, operational planning and/or process design and implementation and/or continuous improvement.  Working knowledge of leading an organization through large scale change.

Desirable Qualifications

  • Experience designing and implementing organization change plans and employee communication.
  • Experience supporting new leaders to enable them to be successful with fundamental HR responsibilities like performance management, succession planning.
  • Experience partnering directly with senior-level leaders.
  • Experience designing and implementing programs and strategies to support employee engagement and/or organizational culture.
  • Experience providing both formal and informal leadership development and coaching.
  • Master’s degree in related field
  • Coaching certificate or credential
  • Change management training or certifications
