BASIC FUNCTION:

Under the general direction of the Human Resources Director, this position is responsible for the development and administration of the Fairbanks North Star Borough and Fairbanks North Star Borough School District Risk Management programs, which include employee health benefits, workers’ compensation, property, casualty, and liability insurance, and safety/loss control programs. Serve as the administrator of the group health plan and other benefits programs.

 

TYPICAL DUTIES:

1.     Provide day to day supervision and direction for the Risk Management Division. Responsible for the overall direction of division employees, including but not limited to hiring, training, discipline, and employee evaluations.

2.     Directs the self-insured joint health care plan covering Borough and School District employees. Develop, recommend, and implement contracts for health care related services and work with Consultant to examine plan design, compliance, and adjustments. Serve on Labor/Management Health Care Committees for both entities. Perform HIPAA Privacy & Security Officer functions for the health plans for both entities.

3.     Serve as primary contact for plan vendors and third-party administrators. Coordinate transfer of data to external contacts for services and plan administration. Evaluate and revise internal processes to reduce costs and increase efficiency. Document and maintain administrative procedures for assigned benefits processes. Review, analyze, and implement changes to programs and documents to ensure compliance with state and federal laws. Ensure timeliness and accuracy of required reporting and fees.

4.     Procure service contracts for insurance brokers, health care plan administrators, employee benefits, claims adjusters, and other specialty services. Monitor and evaluate contractor performance and resolve complex service issues.

5.     Administers the Borough/School District self-insured retention programs for comprehensive general liability, auto liability, errors and omissions, and workers’ compensation. Manages in-house claims adjudication. Conduct accident/incident investigations; may adjust claims. Manages secondary payer claims.

6.     Supervise broker negotiations in the procurement or renewal of all benefit and insurance policies, both primary and excess coverage, for the Borough, School District, and Service Areas.

7.     Administers Borough benefit plans (life, AD&D, Deferred Compensation, Flex Spending, Employee Assistance, etc.) and occupational medical surveillance programs.

8.     Provides management with project-specific risk assessments, evaluations, and identification of potential liabilities, drafts insurance clauses, establishes contractor insurance and other risk related requirements, and serves as technical staff advisor to management on risk issues.

9.     Responsible for the development of on-going loss control and safety programs designed to mitigate Borough/School District liability exposures. Provide training as needed. Recommends changes in operational practices based upon identifications of accident/injury patterns.

10.   Develop, revise, and implement methods, procedures, and processes necessary to maintain or enhance the division’s workflow.

11.   Represent the Borough at meetings and hearings as appropriate. Ability to meet at various locations on short notice and respond to incidents occurring during off work hours.

12.   Performs other risk management, benefit administration, and human resources functions as may be assigned.

 

MINIMUM QUALIFICATIONS:

1.     High school diploma or equivalent. Two (2) years’ post-secondary education required; management experience of a risk management, benefits, or human resources department may be substituted on a year for year basis. Prefer a Bachelor’s degree in Public Administration, Business Administration, Finance or related field. Benefits certification desired.

2.     Minimum of one (1) year health plan administration experience and four (4) years’ experience with at least one or more of the following areas: risk management, benefits administration (other than health plan), claims administration, workers’ compensation, general liability, auto, etc., finance/accounting, or loss control and safety. Experience must generally encompass specialized training or a working knowledge in the technical aspects of all-lines insurance, loss control and safety, claims case management, third party liability, workers’ compensation, basic elements of tort litigation, and employee benefits program administration.

3.     Knowledge of all pertinent federal and state regulations, filing and compliance requirements affecting employee benefits programs, to include knowledge and understanding of ACA, ERISA, COBRA, HIPAA, Section 125, and Medicare.

4.     Minimum of two (2) years’ supervisory experience, preferably in a public sector environment. Demonstrated knowledge of principles and practices of organization, administration, budget, and personnel management, including supervision, training, and performance management. Ability to supervise, train, coach, and evaluate staff.

5.     Demonstrated integrity, leadership, and maturity. Possess strong problem solving and negotiation skills. Must be capable of functioning with minimal direction, use independent judgment, and perform work in an organized and professional manner. Ability to maintain confidentiality.

6.     Strong financial background, including budget development/management.

7.     Must be able to prepare comprehensive reports and present ideas clearly and concisely, both orally and in writing.

8.     Ability to research, understand, interpret, and implement federal/state laws and contracts.

9.     Demonstrated ability to operate a personal computer for a variety of computer programs (MS Word & Excel required; Database experience preferred). Type at a proficient level. Ability to operate a variety of office machines (copier, scanner, fax, multi-function phone, printers etc.). Understanding and ability to use HRIS or RMIS programs.

10.   Must be able to establish and maintain effective working relationships. Ability to deal effectively, professionally, and courteously with complaints, appeals, and demands.

11.   Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED AT TIME OF INTERVIEW)

12.   This position requires a criminal and credit history background check.

Private office where conditions are pleasant, good and clean. Conditions where accidents/hazards are negligible; requires short periods of light lifting, pushing or pulling (1-26 lbs.). Occasional field work for investigations or inspections; ability to stand, walk, reach, stoop, bend, crawl, climb stairs or ladders indoors and out.
