This class is the second level in a five-level Human Resources Series devoted to providing the full scope of human resources services to the City as well as management consulting and organizational development activities. Incumbents provide professional journey-level work in an assigned area of human resources with a focus on collaborative partnerships and human capital management that supports organizational goals and initiatives. Incumbents provide advice and consultation to managers and supervisors in their area of expertise; perform special human resources projects; and assist with, or write and develop policies and procedures.

  • Strategically identify and attract top employment candidates to successfully meet and support the needs and goals of the organization.
  • Work with departments to align talent management needs and acquisition activities.
  • Create and maintain a steady flow of potential talent by building relationships with internal and external business partners.
  • Create a recruitment brand that ensures that the City of Raleigh is recognized as an employer of choice.
  • Assists with the creation of a diversity recruitment plan for the City.
  • Coordinate skill building with the Training and Development Division.
  • Identify pre-employment testing.
  • Facilitate training and serve as a resource for hiring managers.
  • Remain current on employment laws and provide guidance on issues that affect recruiting and hiring practices.
  • Develop performance metrics that evaluate the effectiveness and efficiency of the Talent Acquisition program. 

Requirements

Education and Experience
Bachelor's degree in Human Resources Management, Organizational Development, Organizational Psychology, Business Administration or any related field and a minimum of five years of experience in a professional level recruiting/talent acquisition function. Master's degree in Public Administration, Human Resources Management or Business Administration preferred.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications

  • PHR/SHR preferred.
  • Valid Driver's License required 

Additional Qualifications

  • Demonstrated understanding of the principles of recruitment and retention. 
  • Demonstrated understanding and application of employment law. 
  • Demonstrated ability developing and maintaining relationships with internal managers and external business partners. 
  • Demonstrated experience using metrics in recruitment and retention. 
  • Extensive experience in the area of e-recruiting. 
  • Excellent presentation skills. 
  • Strong project management skills. 
  • Excellent interpersonal skills.
