The Recruiting Manager is responsible for all duties necessary to ensure that all recruitment and on-boarding functions are performed in a consistent, efficient and timely manner and are successfully aligned with the Taleo Launch 2018-2019 Project. The Recruiting Manager will play a critical role in ensuring we are providing the best possible candidate experience, hiring the best possible talent, and providing a high quality on-boarding experience.

This temporary position is expected to reach completion April 2019 and is responsible to and under the direct supervision of the Human Resources Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES (and other duties as assigned)

  1. Required to align the Taleo launch with all processes to provide full-cycle recruitment including: job briefing with hiring managers; tailoring job descriptions, posting to system and industry and/or online resources, researching and sourcing candidates, phone and/or in person screening, interview scheduling, reference checking, negotiating and extending of offers.

  2. Directs the recruiting and on-boarding workflow and delegates tasks as needed. Reviews work product and reports; conducts system performance appraisals and other employment actions within the system as necessary.

  3. Develops and administers various recruitment and on-boarding plan and procedures for all company personnel to align with Taleo and Compliance Bridge.

  4. Establishes and educates internal hiring managers and conducts training and coaching sessions with managers and employees on company recruiting processes and technologies within Taleo/Oracle.

  5. Prepares various operational and statistical reports/budgets. Analyzes current program effectiveness and looks for efficient/effective ways to manage and enhance programs.

  6. Works with the HR Director to insure that the Human Resources services, other departments and/or business units, are aligned with the policies, hiring priorities and the mandated goals set for Shareholder hire and career development.

  7. Ensures proper and complete documentation of recruiting and requisition files.

  8. Works closely with recruiting and HR managers of ASRC Subsidiaries to share best practices, provide assistance on critical needs and coordinate on organization-wide initiatives. Ensures that all job descriptions are developed, current and approved. Writes and revises job descriptions as requested for submittal in Taleo.

  9. Tracks laws, regulations, and industry practices that might affect the organization’s policies and programs and collaborates with legal counsel and senior management to implement necessary changes.

Requirements

EDUCATION and/or EXPERIENCE

  1. Minimum 7 years of progressive recruiting experience. With a minimum of 2 years or more managing a recruiting department or system preferred.

  2. Associate’s Degree or higher preferred.

  3. Excellent verbal and written communications skills – ability to write comprehensive reports and correspondence. Demonstrated ability to speak effectively before groups and diverse range of individuals.

  4. Professional Human Resource (PHR) or SHRM Senior Certified Professional (SHRM-SCP) credentials preferred.

  5. High level of proficiency with Microsoft Office and Oracle Software, including Excel, Word, PowerPoint and Outlook.

  6. High level of proficiency with Taleo recruiting software preferred.

 This is not a rotational job on the North Slope.  You must live in the Anchorage area or be willing to relocate at your own expense.
