Job Summary:

The Recruiter is primarily responsible for performance of job placement activities to include company-wide recruitment, interviewing, selection, offers, background investigations and new employee orientation. The incumbent also provides professional support in affirmative action and the drug free workplace.

Essential Job Functions:

• Maintains responsibility for LSI’s recruitment program, including advertisement of vacancies on the web, relevant media and agencies, screening applicants, arranging interviews with managers, making formal employment offers, coordinating background checks and new hire orientation. Must be available to travel to any LSI location for recruitment or start up efforts, domestic or foreign.

• Follows LSI Company instructions pertaining to the hiring function.

• Maintains appropriate hiring documentation such as applicant flow logs and hiring decision documentation. Quality checks all materials to ensure that information is complete and correct. Updates applicant tracking system and maintains departmental files.

• Responsible for compliance with federal, state and local laws pertaining to employment, i.e. Equal Employment Opportunity laws, immigration regulations, fair credit reporting, veteran’s rights and protective laws pertaining to age and disability. Ensures that all interviews and hiring decisions are compliant with discrimination laws. Demonstrates responsible practices in obtaining satisfactory references, criminal record checks, drug screens and security clearances.

• Works directly with LSI managers to interview, select and offer positions. Must be capable of applying sound decision making in the setting of new hire salaries and justification for individual selection decisions. Applies affirmative action awareness in selecting employees. Demonstrates knowledge of the various occupations in LSI’s high tech training and military expert job groups. Understands the mission, workflow, corporate culture and products of LSI as a defense industry contractor. Must be assertive with managers in upholding hiring practices and procedures.

• Conducts new hire orientation. Must be capable of critiquing materials, recommending changes, additions and corrections in the Power Point presentation or hand outs to ensure effective communication of LSI’s mission, policies and fringe benefits.

• Attends military or civilian job fairs as LSI’s representative.

• Responsible for maintaining current knowledge of laws and regulations affecting employment activities. Responsible for updating hiring forms, such as applications, consent forms and information forms to reflect current practices. Is required to participate in the Jacksonville Industry Liaison Group to obtain educational and networking benefits from other federal contractors.

• Coordinates relocation agreements with new employees.

• Must be capable of safely handling government furnished equipment and materials.

• Must be available to work a standard weekly schedule with overtime as required.

• Performs other duties as required.


Knowledge, Skills, and Abilities:

• The incumbent must possess highly effective interpersonal skills due to frequent interaction with government agencies, recruiting agencies, employees, and members of management.

• Must have the ability to perform duties with minimal supervision.

• Must maintain high confidentiality due to the nature of personnel and payroll-related duties.

• Must portray a positive and professional image to applicants, employees, and the public.

• Must demonstrate tact, above average communication (including public speaking), and telephone skills.

• Strong familiarity with laws and regulations pertaining to human resources and recruitment required.

• Familiarity with technologies associated with online and web-based recruitment techniques strongly preferred.

• Must be highly organized.

Education and Experience:

• Bachelor's Degree in business management or closely related field - or - a high school diploma (or equivalent) plus 4 years of recruitment experience required.

• A minimum of two years' experience in recruitment required; experience in other HR fields is preferred.

• Experience recruiting for positions in the Simulations and Engineering professions strongly preferred.

• Professional certification, such as the PHR or SPHR, is preferred.
