Penn State Human Resources - Manager of Talent Management (Human Resources Manager 4)

We are seeking a talent-focused individual who thrives in a learning focused culture. In this role, the Manager, Talent Management works collaboratively with diverse audiences to deliver leading performance management and professional development strategies throughout the University. Ability to manage a team effectively is essential. This thought leader partners with leadership, staff, faculty and other key stakeholders to deliver and drive talent-related strategies, tools, processes and policies in the areas of coaching, talent assessment, competency development, succession planning, and 360-degree feedback processes to grow and sustain a high-performing organizational culture.

Additionally, the manager will oversee training enrollment activities and partner with colleagues in the Centers of Expertise (COEs) as well as Professional Services teams in the areas of Talent, Diversity and Inclusion; Talent Acquisition; Compensation; Labor and Employee Relations; HR Communications and HRIT to support the HR Transformation and change initiatives.

Primary Responsibilities:
  • Responsible for implementation of University-wide Learning and Performance initiatives based on the vision and strategic direction established by the Talent, Diversity, and Inclusion COE. Provide best-in-class programs and services to include talent management, leadership and management development, organizational effectiveness, and individual and organizational development. Ensure alignment with Human Resource Strategic plan, Finance & Business Strategic plan and University Strategic plan.
  • Serve as change management champion for Human Resources initiatives including the recent implementation of Workday and the HR Transformation.
  • Lead and implement large-scale University-wide learning and development initiatives including but not limited to performance management, succession planning, talent assessment, professional development, employee onboarding, coaching and oversight of learning-related shared services activities.
  • Provide strategic leadership and consultation University-wide to departments, colleges, Deans, and Administrators in the area of Learning and Performance. Collaborate with other workplace learning entities across the University.
  • Responsible for managing the Learning program budget as well as third party vendors. This includes but is not limited to: vendor selection, vendor oversight, vendor invoicing, curriculum development, and scheduling. Responsible for the management/oversight of talent and performance related software. This includes, but is not limited to: liaising with developers/IT, analytics oversight, change management and messaging, curriculum and enrollment management

    Minimum Qualifications: Bachelor's degree or higher plus ten (10) years of related experience; demonstrated track record of success in talent management solutions in talent management, performance management, talent review, succession planning, learning and development, talent assessment, team building, organization development and design, strategic workforce planning, and leadership assessment. Excellent written, presentation and verbal skills with demonstrated experience in managing employees to achieve success

    Preferred Qualifications: Master's degree preferred. Preferred degree fields in Organizational Effectiveness, Human Resource Management or Business and/or related field. Ten plus (10) year's management and talent management experience. A strategic thinker familiar with project management, change management, workforce planning, and executive coaching.

    This position is located at the Penn State University Park campus located in State College, a university town in central Pennsylvania. State College offers a vibrant community with outstanding recreational facilities, a low crime rate, and excellent public schools.
