Position Summary:

The Payroll Manager reports to the Executive Director of Human Resources and collaborates with fellow Human Resources team members on a daily basis as an integral member of the Human Resources team. This position oversees the workflow for the Payroll Office and is responsible for the total payroll function. This is a hands-on position with duties including data entry of payroll information, job schedule, and reconciliation of reports. Additional responsibilities include payroll staff supervision, planning and management of payroll, including audits and analyses and supervision of records. This position works under minimal supervision and is an exempt management-level position.

Essential Duties and Responsibilities

  • Manage accurate and timely payroll operations consistent with requirements of the State Board for Community and Technical Colleges, Office of Financial Management, federal regulations and college bargaining agreements, and office policies and procedures.
  • Develop and maintain payroll policy recommendations, procedures, forms and systems in cooperation with human resources, budget, and fiscal staff; analyze and evaluate the impact of proposed payroll and personnel rule changes.
  • Reconcile, balance, and check all payrolls and payroll reports; distribute checks, monitor and follow through with outstanding payroll checks.
  • Compile and compute payroll data from a variety of source documents, input payroll data and perform routine audits to ensure accuracy.
  • Responsible for the withholding of various miscellaneous deductions and timely deposit of payroll taxes, as well as reconciliation of payroll records (e.g. quarterly tax reports, year-to-date reports, W-2’s).
  • Serves as the official records custodian for the institution for payroll records and as a resource to the institution in the resolution of policy and/or procedures issued and disputes that pertain to payroll records. Will respond to all subpoenas of employee payroll records.
  • Performs job-scheduling duties, maintains control table to ensure integrity of payroll system.
  • Supervise those involved in the activities of the Payroll Department including the development, preparation and maintenance of departmental records and databases.
  • Represent the college at professional and community organizations such as the Personnel Payroll Management System (PPMS); participate in college system professional conferences and in-service activities.
  • Promote an environment supportive of the Cascadia mission and vision.
  • Serve on College committees and organizations as assigned or designated.

Requirements

Minimum Qualifications

  • Bachelor’s degree or equivalent four years of payroll experience.
  • One year of payroll management experience.
  • Experience working with a computerized payroll system.
  • Knowledge of payroll laws, rules and regulations.

Preferred Qualifications

  • Knowledge of PPMS and Pay1 payroll systems, HRMS and/or Peoplesoft.
  • Experience working in a higher education setting.
  • Demonstrated experience implementing a new Enterprise System.
  • Experience balancing quarterly tax reports and W-2’s.
  • Advanced knowledge of Microsoft Office Suite.
