This is a full-time, 12-month, annually renewable, unclassified position in the Human Resources office at Western Oregon University (WOU) in Monmouth. The mission of Human Resources is to develop, implement, and administer a wide range of programs that will assure the best use of, and service to, the institution’s current and future workforce. Human Resources supports the institution’s goals by providing the best possible services in the areas of personnel, recruitment, benefits, and payroll processing.


  • Conduct all monthly payroll processes in Banner HRIS timely and accurately
  • Provide backup for payroll processing including Banner HRIS input
  • Receive, process, and respond to all garnishments
  • Calculate taxable tuition benefit for all employees who utilize the staff or family member tuition fee reduction
  • Perform and oversee reconciliation of payroll funds
  • Reconcile setup of union dues
  • Process direct deposits and ACH returns/deletes
  • Coordinate Leave Without Pay
  • Make decisions on approving time certificates for retroactive pay, retroactive pay increases, termination pay, etc.
  • Oversee processing for under/over payments
  • Input Graduate Assistant Fee Remissions in Banner and review accounts to verify that financial activity is accurate
  • Provide payroll reporting to outside agencies such as SAIF, Bureau of Labor Statistics and others
  • Process all Disbursement Requests
  • Audit tax forms required for foreign employees
  • Oversee Federal Work Study Program reconciliation; determine campus-wide disbursement of work study funds and report to departments



  • Bachelor’s degree in Accounting, Human Resources, or a related discipline

Preferred Qualifications:

  • Knowledge and use of Banner
  • Payroll experience within a higher education environment
  • Current HR or Payroll certification (HRCI, SHRM, FPC, CPP, etc.)
  • Previous supervisory experience

**A criminal background check will be required as a condition of employment

We are not considering candidates who require Visa sponsorship support.  Additionally, the University typically only considers visa support for employees placed in specialized positions that are continuing regular University appointments.
