  • Accurately processes bi-weekly payroll for 350+ staff
  • Serves as lead administrator for all duties related to HCLS employee payroll
  • Serves as primary contact for time, leave and payroll resource for the library system for staff, as well as for outside agencies, including but not limited to, State Retirement Agency, Maryland Unemployment, other retirement plans
  • Analyze pre-transmission and post-transmission payroll reports to ensure accuracy of payroll
  • Works collaboratively with Accounting Department to ensure accuracy of payroll-related funds distribution
  • Works closely with Benefits Administrator and collaborates to ensure accuracy of personnel actions related to employee salary
  • Facilitates payroll orientation for all new hires and processes new hire paperwork
  • Maintains leave records, verifying use of regular and leave hours in accordance with earning codes
  • Manages ‘year-end’ processes in conjunction with payroll system requirements, Federal and State laws, and coordinates processes with the Howard County Payroll department as necessary
  • Provides accurate and timely responses to staff inquiries regarding payroll issues via email, telephone, and written correspondence
  • Develops and maintains payroll reporting
  • Ensures payroll-related documents are accurate and complete and in compliance
  • Processes all personnel action forms, ensuring accuracy of salaries, dates and employee personal information
  • Oversees and maintains accurate and complete employee files, I-9’s, and other payroll-related documents
  • Communicates with and updates staff on all payroll-related topics
  • Anticipates upcoming changes, opportunities and challenges in order to proactively maintain effective systems and procedures
  • Confidentially handles sensitive information and situations
  • Serves as liaison with payroll vendors, resolving employee payroll issues that may arise
  • Maintains regular and predictable performance
  • Other duties as assigned
  • Adheres to all policies and procedures of Howard County Library System

Requirements

  • College degree (significant and appropriate experience may be substituted for education requirement)
  • Three years’ experience processing full automated payroll cycle
  • Demonstrated experience and understanding of Human Resources processes and procedures preferred
  • Tech savvy - demonstrated proficiency with computers and appropriate office software, such as Microsoft Office Excel and Word; experience with Paylocity payroll vendor a plus
  • Excellent interpersonal skills—ability to work effectively with others and enjoy it
  • Demonstrated ability to provide exceptional customer service
  • Demonstrated knowledge of payroll policies, procedures, and laws
  • Superior attention to detail
  • Demonstrated ability to maintain a high level of confidentiality
  • Displays sound judgment, tact, diplomacy, and political acumen in all situations

  • Current valid driver’s license
