RAND’s Human Resources Department supports a diverse community of highly skilled research, professional and support staff.  The Managing Director, Human Resources, reports to the VP, Human Resources; this newly created position will function as a deputy to the VP, and as a member of the senior HR management team with functional director-level colleagues. The Managing Director role is designed to attract a highly talented leader with a background in several HR disciplines who, through a focused effort to further develop his/her ability to effectively function as a broadly capable senior HR leader, in time will gain exposure and valuable experience working across the areas of HR in the RAND environment. As part of the HR senior team, the Managing Director will also lead and oversee special projects, and will help initiate and achieve policy and process improvements within the HR function.

The Managing Director will initially serve concurrently as our Director of Talent Acquisition, and will be responsible for the talent acquisition function in an organization whose success is fundamentally dependent on attracting and retaining a unique and high caliber staff. This role includes leading a talented internal recruiting team, and involves close collaboration with our research management colleagues (including partnering on campus recruiting and an elite summer associate program at the graduate level) and management colleagues across the organization. The successful candidate will play the key role in building and shaping this critical function at a point where there is an appetite for evolution and change as our organization continues to steadily grow. Over time, specific core responsibilities will evolve to involve other areas of HR.

The Managing Director must be an analytical, flexible, proactive problem solver with exceptional judgment who is adept at achieving results in a team oriented and highly collaborative environment. The successful candidate will have excellent communication and interpersonal skills and a strong service orientation. He/she will be someone who can effectively influence, collaborate with and coach a diverse group of staff at all levels of the organization, and who has exemplary supervisory skills. Proven project management and program development skills are critical, and the individual should have a history of leading projects and managing change/implementation efforts, while also having a keen eye for (and comfort with) detail and nuance. The candidate is comfortable with using data and metrics, and can capably manage and navigate multiple priorities in a multi-faceted and complex work environment. 

Occasional U.S. travel is required.

Requirements

Qualifications

10 years of progressively responsible human resources experience, including a minimum of 3 years in a management-level position supervising professional-level staff. 

Strong working knowledge of federal and state employment laws is required.

Education Requirements

Bachelor’s degree in a related field; MBA or relevant Master’s degree is preferred. 

PHR/SPHR certification or other recognized HR credentials are a plus.

Experience

Experience in more than one functional area of HR is desired, ideally including some time as an HR business partner/generalist.

Experience in talent acquisition/recruiting is needed.

HR experience in a research, academic, consulting, professional services, or high-tech environment is a plus.

Experience using modern human capital management systems (e.g. Workday, PeopleSoft, etc.) is desirable.

Security Clearance

Ability to obtain a US security clearance is required.
