Basic Purpose

To plan, direct, and manage the talent acquisition programs for Navy Federal Credit Union and Navy Federal Financial Group. To provide talent acquisition consulting and expert advice to employees and all levels of management. Manage and oversee the Intern and Project Staff programs, requirements, and assignments. Manage temporary staff acquisition and budget. Manage the high level management and executive recruiting efforts for the organization.
• Formulate initiatives and strategies that adhere to and support corporate and department goals and comply with Federal, state, and industry regulations and standards and Navy Federal values
• Conduct and oversee comprehensive analyses and in-depth studies of Navy Federal talent acquisition programs with regard to current trends and developments, workplace demographics, marketplace competitiveness, strength and condition of labor markets, and legislative compliance
• Develop and direct the implementation of procedures, policies, and strategies to optimize Navy Federal’s talent acquisition programs and practices, support company goals, enhance Navy Federal’s ability to attract qualified applicants, and reduce costs
• Monitor and review recruiting policies, practices, and reports to ensure compliance with employment laws and Navy Federal policies and procedures
• Drive the leverage of technology in talent acquisition; oversee changes and upgrades to systems, determine the scope and requirements of system changes, and oversee acceptance testing
• Direct the timely and accurate preparation and filing of required reports and legal responses
• Ensure confidentiality and security of information shared internally and externally
• Direct the development of communication strategies and training programs to ensure maximum impact and effectiveness, and adherence to regulations and quality standards
• Maintain an understanding of the functions of Navy Federal’s business areas and their current initiatives and developments
• Guide management to ensure policies, procedures, and employment laws and regulations are being applied fairly, equitably, and consistently
• Establish, develop, and foster relationships and partnerships with educational institutions, professional and trade associations, public employment services, community workforce development initiatives and other organizations
• Identify, develop, manage, and select recruiting sources, tools, and media (e.g., NFO, social media sites, networking, advertisements, job fairs, direct sourcing, broadcast media) to ensure maximum impact and effectiveness of employment branding and recruiting activities
• Provide management with statistical reports and comparative analyses; identify trends, and recommend changes and/or training
• Collaborate with Procurement in directing negotiations with vendors and consultants regarding contract provisions, pricing, and quality of service
• Review contracts, identify and research discrepancies, and recommend corrections and approval
• Perform supervisory/managerial duties
        o Ensure adequate/skilled staffing; select employees
        o Establish performance goals and priorities
        o Prepare, conduct and review performance appraisals
        o Develop, mentor and counsel staff
        o Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
        o Ensure section/branch goals and objectives align with division/department strategy
        o Ensure efficiency of operations
        o Leadership Level
• Performs other duties as assigned
Desired Qualifications
• Master’s Degree in Human Resources Management, Organizational Development
• Experience in Human Resources leadership roles
• Working knowledge of NFCU products, services, programs, policies and procedures
• Working knowledge of Navy Federal Human Resources policies, procedures, and programs
• Bachelor’s Degree in a related field or the equivalent combination of training, education, and experience
• Extensive knowledge of and experience in the full spectrum and life cycle of the recruiting and talent acquisition process and related practices, regulations, and systems
• Extensive experience in executive and technical recruitment
• Extensive knowledge and understanding of Title VII, Age Discrimination in Employment Act, Americans with Disabilities Act, Affirmative Action Plan, and other Federal and state regulations governing recruiting and talent acquisition practices
• Advanced verbal and written communication skills
• Advanced skill in public speaking
• Effective skill interacting tactfully and effectively in difficult situations Advanced research, analytical, and problem solving skills
• Advanced skill presenting findings, conclusions, alternatives and information clearly and concisely
• Advanced skill to influence, negotiate and persuade to reach agreeable exchange and positive outcomes
• Effective skill in results-oriented leadership in a challenging environment
• Advanced skill exercising initiative and using good judgment to make sound decisions
• Ability to work independently, exercise initiative, good judgment, resourcefulness, handle multiple tasks, and make sound decisions
• Advanced word processing and spreadsheet software skills
• Advanced database and presentation software skills
• Effective skill using HRIS (e.g., PeopleSoft)
• Experience in working with all levels of staff, management, stakeholders, vendors
Hours: Monday – Friday, 8:00 am to 4:30 pm, additional hours as needed
