Manager of Compensation and Benefits, Human Resources - 19000001IN

 

Description

This position provides leadership to the total compensation activities for the UTC Office of Human Resources (HR), which includes management of the following functions: payroll administration, employee benefits, workers compensation, leaves of absence, compensation administration and other related functions. This position serves as a member of the HR leadership team and reports to the Assistant Vice Chancellor for Human Resources.

 

Responsibilities include:

  • Compensation/Payroll Administration
  • Leadership of Payroll Administration
  • Supervises the payroll function and campus payroll specialists for UTC, providing approval for payroll correction requests, interpretation of policy for appropriate application, research of payroll issues, etc.; provides consultation to campus regarding payroll policies and procedures, specifically related to time keeping, compliance with the Patient Protection and Affordable Care Act, etc.; collaborates with UT System payroll personnel to ensure campus adherence to payroll policies and procedures; ensures annual Leave/Time Entry audit is conducted, and campus communications and corrections executed appropriately; approves all monthly and biweekly time and remedies payroll issues; and establishes effective payroll communications and training to campus.

 

Leadership of Compensation Administration

Provides direction and leadership to all stakeholders in the implementation of compensation programs and strategies based on research and analysis of competitive compensation practices; ensures compensation programs enhance UTC's ability to recruit and retain talent; participates in compensation surveys and conducts local, regional, or national compensation equity reviews to provide consultation to campus leadership and hiring managers; ensures compensation programs and practices are in compliance with university policies, as well as state and federal and state regulations; serves as point of contact for all staff employee position description reviews, including position analyses for classification/reclassification purposes and identifying appropriate salary ranges based on review of internal and external equity factors; collaborates with HR leadership to conduct annual campus-wide compensation analysis for faculty and staff positions; serves as point of contact for campus employee data in collaboration with Manager of Employment Services (e.g., EE list requests, EE count, etc.); establishes total compensation communication and training efforts to inform campus and impact employee satisfaction and recruitment strategies; and reviews current compensation practices to identify process improvements and collaborates with campus leadership to implement changes.

 

 

Employee Benefits Administration

Supervises the benefits function and campus benefits specialist to collaboratively provide consultation to campus regarding benefits administration procedures and resolve employee questions or concerns; collaborates with UT System benefits administration personnel to ensure campus adherence to policies and procedures and proactively communicate important benefits information to stakeholders; remain current on trends and best practices in the field of employee benefits administration to recommend process improvements and enhance communication of total compensation; reviews new employee benefits orientation programs and practices to identify process improvement opportunities; and develops and disseminates best practice benefits communication tools to assist with recruiting faculty and staff to the University.

 

Leaves of Absence

Supervises the leaves of absence function and compensation/leave consultant position, providing guidance in management of FMLA procedures, as well as other leaves of absence, including consultation to campus as needed; oversees coordination of Sick Leave Bank and related activities; and oversees coordination of Workers Compensation procedures, collaborating with the Office of Safety & Risk Management and UT System personnel to assist, report and address all Workers Compensation needs.

 

HR Leadership

Serves as member of HR leadership team to provide oversight of compensation, payroll, benefits, and leaves of absences service delivery areas; collaborates with HR leadership team to identify opportunities for enhanced training and development and/or communication efforts related to HR service delivery areas; assists with identification of process improvement opportunities among HR service delivery areas; contributes to strategic planning and data-driven decision making for HR service delivery areas, leading data collection and analysis efforts to translate research into practical applications; monitors budget allocations related to service delivery areas and makes effective recommendations for consideration in funding requests and planning; and serves as point of contact for employee relations matters related to compensation, payroll, benefits, and compliance matters, or other service delivery areas as assigned.

 

The ideal candidate will possess the following:

  • Excellent written and oral communication skills, as well as active listening skills
  • Must have demonstrated competence in the areas of compensation, benefits, leaves of absences (e.g., FMLA, etc.) and process improvement
  • Must be able to translate research and statistical analyses into practical terms
  • Demonstrated competency in Microsoft Office programs (Word, Excel, PowerPoint, etc.) and Microsoft Outlook required

Qualifications

Minimum Qualifications: Bachelor’s Degree in Business Administration, HR, I-O Psychology or related field; five or more years of Human Resources-related experience; at least three years of experience in both compensation and benefits; and two or more years of experience in managing HR functions.

 

 

Preferred Qualifications: Master’s Degree; HR related certification including PHR, SHRM-CP, CEBS, World at Work, etc.; experience with continuous process improvement; and employee relations experience.
