Manager Human Resources (Recruiting)


The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.

We have an excellent career opportunity for a Human Resources Manager who is responsible for a wide range of Human Resources activities related but not limited to: classification, employment/recruitment, Equal Employment Opportunity, records management, training, timekeeping/payroll and compensation.


This position is part of the Human Resources team and will primarily be responsible for driving employee branding, recruitment strategy, building candidate relations and filling critical roles. Other major responsibilities: develop, recommend and implement recruitment strategies; build applicant sources; attract applicants by composing and placing job advertisements; contacting recruiters, using newsgroups and job sites; establish strong working relationships with Authority managers and supervisors; anticipate client needs and responds with effective and timely recommendations; serve as liaison to Hiring Managers in the maintenance, implementation, usage and improvement of on-line recruitment system; provide and maintain various data including, position control and job/class specifications; ensure available positions are posted in accordance with Authority guidelines; review resumes to ensure minimum qualifications; actively search resume databanks to identify passive applicants; represent the SCA at job fairs; coordinate all steps in the employment process; ensure compliance with relevant Federal, State and City employment laws, including but not limited to those relating to immigration and naturalization, EEO, veterans affairs, ADA, FLSA, COBRA and civil service law and labor contracts; provide stakeholders with appropriate notification and information on new hires, promotions, demotions, leaves and terminations; reports and metrics


Baccalaureate degree from an accredited college or university; and five years of full time experience in human resources administration, administration of collective bargaining agreements, benefits and pension, recruitment and employment, classification and compensation or training; three years must have been in an administrative or managerial capacity. Preference may be given to candidates with: critical thinking and problem solving skills; good understanding of employer branding strategies and plan execution; experience with applicant tracking systems (ATS) and Microsoft Office; five plus years of experience in talent acquisition; detail oriented with strong organizational skills with ability to multi-task; excellent time management, organizational and communication skills; ability to travel to job fairs and college recruitment events
