Overview

IDA has an opening for a Manager of Employment and HR Business Partners! This person will oversee all aspects of the organization’s talent acquisition and its HR business partner functions to support IDA in its pursuit of its strategic objectives. They will be responsible for developing partnerships across IDA to deliver value-added support to management. Additionally, this manager will oversee the HR Business Partner team in identifying and consulting on HR matters, employment and talent management. A significant focus of this position is talent acquisition, which includes setting the strategic direction of recruiting along with all aspects of recruiting, college relations, campus, and in-house interviewing, relocation, placement and/or transfer of employees at all levels. 

Responsibilities

  • Manages a team of four HR Business Partners and one recruiting coordinator.  Liaison to three off-site Sr. HR Administrators.

  • Oversees the HR Business Partner team in identifying and consulting on HR matters, talent acquisition and management, liaises with HR counterparts on employee relations, compensation, and benefits.

  • Defines, develops and delivers relevant HR activities that will have business impact on the attraction, motivation engagement, development and retention of the people resources of the business.

  • Initiates and achieves policy and process improvements within the HR function.

  • Develops and implements staffing strategies and programs to identify talent within and outside the organization.

  • Establishes credibility of the HR Business Partner team through active listening, problem solving and business understanding in order to be effective throughout the organization, and with management and employees.

  • Advises the organization’s senior leaders’ interpretation of relevant organizational metrics, industry trends and market data to assist in the decision making processes with a focus on organizational staffing, efficiency and business impact. 

  • Frequently and effectively interfaces with management across the organization, as well as HR colleagues.

  • Ensures HR-related policies and procedures support and promote business strategy and objectives, and are in compliance with relevant guidelines and regulations.

  • Leads and participates in the activities supporting technology and the automation of Human Resources processes. This position will be a working liaison with HRIS on the Taleo ATS.

  • Leads or contributes as a team member on HR projects.

Functional focus: Talent Acquisition

  • Develops strategy and implements IDA’s recruiting program for positions at all levels using college and internet recruiting, advertising, employment agencies, referrals and other recruiting sources.

  • Stays current in the field of technical recruiting. 

  • Establishes and maintains effective college partnership and campus recruiting programs. 

  • Responsible for outreach efforts and creating initiatives that enhance the IDA employment brand. 

  • Responsible for managing the relocation program. 

  • Ensures adherence to all federal, state, and local laws and regulations, and IDA Practices governing the employment process. 

  • Primary focus is on staffing for IDA headquarters, the Systems and Analyses Center, the Science and Technology Policy Institute as well as the Centers' non-research staff; provides advice and assistance in support of the Centers' research recruiting efforts as needed.

  • Reporting and Record-keeping:

    • Develops and distributes reports on recruiting and EEO progress. 

    • Responsible for developing and distributing reports on recruiting and EEO progress and reports required by law, regulation, or IDA management related to Employment and EEO/AA activities. 

    • Responsible for the development and maintenance of data in the HRIS and applicant tracking system.

  • Performs other duties as assigned.

Qualifications

  • BS/BA degree required; graduate degree in HR or Business preferred.

  • Minimum of 10 years of Human Resources experience with an emphasis on talent acquisition, employee relations and management in a research, academic, professional services, or government contracting environment. Minimum of two years supervisory experience.

  • In-depth knowledge of applicable state and federal employment and labor laws, including EEOC compliance ,reporting requirements and EEO and non-discrimination laws.

  • Proven experience in conflict resolution and organizational management practices within a complex environment.

  • A track record of establishing strong working relationships with all levels of management while retaining independence of thought.

  • Strong written and verbal communication skills with the ability to persuade, negotiate and communicate effectively.

  • Ability to interact with PhD level scientists and managers at all levels.

  • Proven customer-service focus.

  • Experience developing and introducing new HR policies and processing preferred.

  • Strong critical thinking skills and demonstrated ability to research and analyze various types of information.

  • Knowledge of Federal, state and local employment practices, laws and regulations.

  • Excellent oral and written communication and interpersonal skills.

  • Successful completion of a criminal background check is required.

U.S. Citizenship is required
Ability to obtain and maintain a security clearance is required
