Position Description

The Seattle Department of Human Resources is pleased to offer the position of Leave Administration Manager.  As our Leave manager, you will facilitate the Leave Administration and continuity of practice of all City of Seattle leave benefit offerings.  You will be responsible for building a program and governance structure for City Leave Administration. This newly created position provides an opportunity to lead the formation of a program from the ground up and create a benefit delivery structure that provides greater equity and consistency to employees.

Job Responsibilities

  • You'll administer integrated disability policies, including leaves of absence, ADA, City leave benefit programs, and state disability programs
  • You'll develop compliant, equitable, and consistent administration practices citywide
  • You'll manage daily operations for a growing team of HR professionals
  • You'll provide information and guidance to your team and citywide stakeholders concerning policies, procedures, and applicable federal, state, local and city regulations
  • You'll provide consultation, support, and problem-solving assistance to HR professionals and leaders on City leave benefit offerings
  • You'll conduct data analysis to identify program trends and creation of program metrics
  • You'll create and deliver training on leave and disability-related topics


To be successful, you will have experience:

  • Supervising or managing leave programs and professionals with direct management of federal, state, local, and organization-specific leaves
  • Designing and implementing new leave benefit program offerings including; project management, the creations of processes, workflows, and documentation, communications, and training
  • Serving as a leave subject matter expert to colleagues and departments across the organization
  • Formulating and operationalizing decisions, including building a team
  • Selecting tools and technology to support organizational goals
  • Successfully navigating and managing through ambiguity
  • Successfully administering leave programs in a highly de-centralized environment

Requirements

Qualifications:
A successful applicant will have a professional career that reflects progressive positional experience in leave program administration and employee supervision.  This career orientation should be complemented by demonstrated technical knowledge and expertise in the following areas:

• Best practice knowledge of FML, ADA, and other federal, state, local, and employer sponsored leave programs
• Jurisdictional and technical ability to deliver high level customer service
• Developing and managing leave programs
• Building, leading and directing staff
• Designing and implementing program metrics
• Creating, implementing, and overseeing compliance audits
• Strategic analysis
• Timely and clear communication

It would be helpful if you also had experience:
• Working with represented employees
• In disability management and workplace accommodations operations
