POSITION SUMMARY

* This hire can be based remote Globally

Ciena is seeking an experienced Global Benefits lead that will contribute to the design, implementation and oversight of all global benefit programs and policies to effectively attract, engage and reward our global workforce. These programs include, family leaves, employee assistance programs, wellbeing, Ciena cares, business travel accident/medical, expat benefits, mobility and immigration. This role will lead Global Mobility and Immigration and act as the primary source of contact and provide consistent and comprehensive management of all mobility and immigration activities across 35 countries globally.  

This role will partner with internal stakeholders, including Total Rewards, Finance, Tax, Payroll, HRIS, HR Operations and HR Business Partners, as well as external tax, mobility and immigration vendors to provide an end to end service.

This position will coach others and grow the specialized knowledgebase across the Benefits Team

ESSENTIAL DUTIES AND RESPONSIBILITIES – GLOBAL PROGRAMS

Partner with Director, Global Benefits to develop and deliver short and long term strategic recommendations to ensure global benefit programs are cost effective, competitive and flexible while in compliance with all local legislation.

Research and design new global programs, such as wellbeing, family leaves and pto

Drive greater global operational efficiencies where possible, ensuring appropriate controls are in place

Procure, implement and manage all aspects of global benefits programs including renewals, administration, communication, regulatory compliance, program design, policy development, vendor management and customer service

Manage annual enrollment processes for expat benefits

Oversee global wellbeing program by ensuring compliance to defined wellbeing and communication strategy, assess impact, re-evaluate and recommend changes to align to market and best practices

Monitor the external environment to identify changes to legislation, demographic, social trends, or competitive practices that affect benefits programs and recommend appropriate action for Ciena to take in response

Develop all communications and benefit summaries for new hires and existing employees

Oversee intranet site and ensure accuracy of all policies and plan summaries

Manage vendor relationships to ensure high quality and cost-effective services

ESSENTIAL DUTIES AND RESPONSIBILITIES – GLOBAL MOBILITY

Develop and deliver short and long term strategic recommendations for Global Mobility Programs

Lead the design, ongoing review and implementation of Global Mobility Programs:

Permanent International New Hires and Transfers

In-Country (Domestic) New Hires and Transfers

Expat Assignments

Short Term Assignments

Flexible Assignments (as set up to meet business requirements)

Lead and own the creation, approval and posting of supporting Policy and Procedures to adhere to global mobility processes and policies, tax, immigration and country legislation.

Research trends and practices to improve current programs.

Design and develop new programs based on trends and corporate direction.

Responsible for actioning requests for relocations to include:

Counsel business leaders, HRBP’s, Managers, on appropriate program and direction for specific cases to align with business needs

Develop assignment compensation (Total Rewards) and relocation packages.

Preparation of Cost Estimate (through global mobility vendor) based on Core and Flex relocation benefits

Preparation of Expat program calculations to include compensation, allowances (based on external tables), relocation and repatriation

Preparation of expat assignment letters and documentation, and draft relocation paragraphs for all other types of new hire and transfer programs for inclusion in offer letters

Management of case from review through to stakeholder approval (HR Business Partners, HR Leadership and Business Leaders) and instructions to global mobility vendor to initiate

Escalation of any exceptions to agreements as per offer

Responsible for Vendor Management, managing within Contract Agreements and Budgets, to include:

Tax Vendor – reviewing Scope of Work (primary relationship – Ciena Corp Tax Dept.), providing tax calculations, tax counsel and guidance for different countries, tax filing for transition year (or assignment for expats), bi-weekly check in calls, billings (validation of invoices, P.O. management, charge back info, tracking and reporting, AP reconciliation)

Global Mobility Vendor – negotiating RFP as required, managing transition to new vendor as required. Ongoing includes, providing requests for initial cost estimates, instructions to initiate relocations, ongoing review and approval of exception requests,   monthly check-in calls, billings (validation of invoices, P.O. management, charge back info, tracking and reporting, AP reconciliation).

 

ESSENTIAL DUTIES AND RESPONSIBILITIES – IMMIGRATION

Manage the global immigration programs through Ciena’s External Immigration Vendor, to make sure resources are in the right place at the right time, with the required immigration work permit/visa documentation in support of the following programs:

Permanent International New Hires and Transfers

In-Country (Domestic) New Hires and Transfer

Expat Assignment

Short Term Assignments

Flexible Assignments (as set up to meet business requirements)

Responsible for actioning requests and seeking approvals for immigration to include:

Work Permit/Visa in accordance with country regulation

Extensions to permits for continuance of employment

Change of status to include students, temporary work permits, permanent residency etc.

Interface with regional Ciena Legal Counsel as required

Responsible for Vendor Management, managing within Contract Agreements and Budgets, to include:

External Immigration Vendor (primary relationship Ciena Corp Legal Counsel)

Approvals and initiation of all immigration actions

Work closely with HRBP and Talent Acquisition on required immigration sponsorship, timing and cost and actions

Weekly check-in calls, billings (validation of invoices, charge back info, tracking and reporting, AP reconciliation).

Relationship and Immigration activity across Immigration Vendor teams in each individual country

SKILLS

Excellent verbal and written communication skills

Project Management skills

Experience automating and improving processes

Strong PC skills (excel, powerpoint, Workday or other HRIS systems)

Ability to formulate thoughtful recommendations based on independent research and analysis

Requirements

EDUCATION and/or RELEVANT EXPERIENCE

Bachelor’s Degree in Human Resources, Business, Finance or related field OR equivalent work      

experience in the Human Resource Function

Solid experience in Human Resource Function along with Global Mobility and Immigration

Strong vendor management skills

Experience automating and improving processes
