Do you have a background in Human Resources and/or Labor Relations? Are you detail oriented, excel in negotiations, mediation, and in collaborative decision-making approaches?  The City of Bellevue, WA has an opportunity for a Labor and Compensation Manager who will manage compensation programs and serve as a negotiator for the city's collective bargaining agreements, to include mediation and assisting with arbitration.  You will be responsible for developing, implementing, and coordinating Citywide HR programs/plans related to labor relations, contract negotiations, and the classification system for all city jobs.  In addition, you must be able to design and conduct compensation studies (market analysis). Communication skills and organizational savvy is important as this position communicates with all levels of staff and management within the City, union representatives, elected officials, the public, city attorneys, and representatives of other agencies and jurisdictions. You will utilize your HR expertise, experience, and communication skills to negotiate and bring resolution to problems and find solutions that represent the best interests of the city.  You will frequently be involved in sensitive and emotional issues requiring a considerable amount of tact, diplomacy, and skill in gaining the trust and confidence of employees, management, and union leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Management and Administration:
  • Leads the management of the City's classification, compensation and labor relations programs.
  • Designs and conducts compensation studies (market analysis), including determining necessary research and analysis, scope of compensation studies, comparable market comparison studies, perform multifactor data and costs analysis, cost/benefit analysis, and present recommended actions. 
  • Presents proposals and recommendations, to management, elected officials, union representatives, and others; provide technical expertise to department management and staff, labor union representatives, and others regarding the rationale for and proper application of human resources procedures and policies mainly in the areas of benefits, compensation, labor and employee relations. 
  • Develops and maintains cooperative working relationships with union representatives, ensuring responsiveness and effective communications.  Interprets and implements collective bargaining agreements, policies and procedures.
  • Works collaboratively and cooperatively with other members of the HR department staff in the development of policies and procedures.  Continuously analyzes and ensures all policies and procedures are administered consistently within the scope of federal and state regulations and laws, City initiatives, and best organizational development and human resources practices.
  • Provides consultation and mentorship to human resources staff on highly complex issues.  Provides training and guidance to less experienced analysts on the methodologies, practices, and concepts related to labor relations and the organization's work. 
  • Leads human resources staff in the development of specialized tools, processes, and structures to ensure the quality and timeliness of work and products.  Serves as lead on special projects and assignments.
Contract Negotiations, Administration, Interpretation, and Training:
  • Interprets and analyzes collective bargaining agreements to ensure compliance with federal and state laws, City policies, and management practices.  Recommends compliance actions for new and evolving legislation.
  • Develops and implements a strategy to effectively manage the City's interest in the collective bargaining process.
  • Identifies bargaining issues and strategies and makes recommendations.
  • Drafts contract language and seeks legislative approval.
  • Participates on labor-management committees and negotiates memoranda of understanding (MOUs) on behalf of the City to clarify a term or condition of employment.
  • Analyzes union proposals including compensation and benefit proposals in partnership with HR staff, Finance, and other internal stakeholders.  Meets with management representatives and develops proposals for changes in collective bargaining agreements.  Serves as consultant to management regarding potentially unforeseen impacts and legal implications of proposed actions.  Provides management with periodic updates related to negotiation progress and status.
  • Upon ratification of contracts, develops communication and training for managers and employees for the implementation and correct, consistent, and equitable interpretation of collective bargaining agreements.
  • Compiles, prepares, and analyzes data for use in labor negotiations, mediations, arbitrations, and other settings.
Employee Relations and Grievance Administration:
  • Facilitates communications and planning to scope issues and find agreeable solutions.
  • Working closely with management, researches and formulates responses to grievances and unfair labor practice charges.
  • Provides consultative services and guidance on employee relations and compensation matters.

Requirements

Education and Experience Requirements

  • Bachelor's Degree in Business Administration, Public Administration, Psychology, or a closely related field.  Master's degree preferred.
  • Five years of progressively responsible experience in labor relations, contract negotiation, employee relations, and compensation analysis for both represented and non-represented employees, preferably in the public sector. Working knowledge and experience in labor law and the processes and practices related to collective bargaining.
  • Experience managing employees and serving in a leadership/mentoring role.
  • Experience in a variety of human resources disciplines preferred.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

Knowledge, Skills, and Abilities Requirements

  • Knowledge of collective bargaining, contract and grievance administration, and interest and grievance arbitration.
  • General knowledge of the functions and structure of municipal government.
  • Ability to read and interpret a wide variety of materials, including periodicals, legislation, policies, reports, and technical publications.
  • Working knowledge of contract costing and ability to make accurate calculations.
  • Ability to handle issues with large scope, higher levels of complexity, sensitivity and/or visibility with the organization; make administrative and procedural decisions and judgments on sensitive, complex, and/or confidential issues.
  • Ability to deal effectively with a wide range of customers in a diverse community and cope with conflicting points of view; function under pressure and demonstrate discretion, integrity, and fairness.
  • Effectively use interpersonal skills in a tactful, patient, and courteous manner.
  • Effective and clear communication styles in both verbal and written.  Skilled in composing, proofreading, and editing correspondence, reports, insurance contracts, policies and procedures, etc.  Ability to develop communication strategies and create written materials and training.
  • Technical knowledge and expertise in job analysis, compensation and conducting market studies
  • Knowledge of principles and practices of governmental budgeting and accounting.  Able to compile and analyze statistics using Excel spreadsheets.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions; apply common sense understanding to solve practical problems and use reasoning to identify the strengths and weaknesses of alternative solutions.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.  Understand the implications of new information for both current and future problem solving and decision-making.
  • Knowledgeable in best human resources practices, employee and labor relations, employment law, strategies and processes.
  • Thorough knowledge of public sector labor relations practices/employment policies and procedures and PERC regulations.
  • Thorough knowledge of federal and state employment laws and regulations, including RCW 41.56, Family Medical Leave Act and catastrophic leave policies, procedures, and practices, Washington Paid Sick Leave, Americans with Disabilities Act, Fair Labor Standards Act, and other employment legislation.
  • Proficiency using various software applications, spreadsheets, word processing, and enterprise software for human resources and financial management.
  • Ability to plan, prioritize, organize, and accomplish work within deadlines.
  • Willingness to take on significant responsibilities and challenges.
  • Critical thinking skills: analytical, problem-solving, and decision-making skills as well as sound judgement.
  • Ability to work independently, make sound decisions under broad guidelines and perform well under pressure.
  • Perform effectively as a team member and leader on the HR Management Team.
