The purpose of this position is to provide advanced level administrative and technical support to City Staff and employees in all subject areas of human resources. This is accomplished by providing services to internal and external customers. Daily work will place an emphasis on employee relations, recruitment, performance management, compensation and classification, and supervision of Human Resources staff.

This position will be responsible for assisting the Human Resources/Civil Service Director in administrative coordination of Police and Fire Civil Service testing and recruitment events, leading employee investigations, course development and coordination of management training needs, and other projects as assigned. Occasional rotating, on-call assignment for Risk Management.

Provides advanced level administrative support in best practices associated with employee relations, compensation & classification, performance management, and training.

Responds to relevant report requests from state and federal oversight entities (ie. EEOCDOL, unemployment claims and appeals, etc.)

Other related duties as assigned to include special project work, coordination of Civil Service Testing and recruitment, and occasional evening/weekend work. Oversight and supervision of 4 HR staff members to include coaching and development of staff. Provides on-call assistance for Risk & Safety (once approximately every 6 weeks).

Requirements

Formal Education

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.

Experience

Over three years up to and including five years

Supervision

Work requires supervising and monitoring performance for a regular group of employees or division including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed.

Human Collaboration Skills

Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.

Freedom to Act

Receives Limited Direction: The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Technical Skills

Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision making abilities are necessary to apply technical skills effectively.

Budget Responsibility

Prepares budget documents; and does research to justify language used in documents for a unit or division of a department. May recommend budget allocations.

Reading

Intermediate – Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Math

Intermediate: Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing

Intermediate: Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study

Certification & Other Requirements

Professional certification and Master’s Degree a plus.
