Incumbent is responsible for coordinating a broad range of activities and operations related to human resources including supervising assigned staff.  Responsibilities may include assigning tasks to staff and monitoring efforts; developing and coordinating training programs; ensuring compliance with laws and policies; developing, implementing and providing guidance on policies and procedures to employees and supervisors; preparing and monitoring a budget; and administering the development and distribution of operational/metric reports. Receives general guidance from the Support Services Director.
 
This position is driving essential (see driving requirements below). 

 

 Typical Class Essential Duties:
1.  Supervises assigned staff to include: authorizing time off, approving payroll and hiring; prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  
 2.  Oversees day-to-day activities in human resources including monitoring internal controls, establishing schedules and timelines, evaluating and updating internal procedures, reviewing reports and ensuring compliance with Federal, State and local laws, regulations, codes, and/or industry standards.
 
3.  Reviews disciplinary actions and personnel improvement plans to ensure consistency with City policy and compliance with employment laws.
 
4.  Recommends, develops, implements and monitors human resources programs and policies including retention and recruitment, talent management, compensation, benefits, employee relations, and training and development.
 
5.  Provides guidance and training for supervisors on a variety of human resources topics such as City policies, wage and hour laws, and personnel management; addresses policy violations with supervisory staff to ensure organizational consistency and compliance.
  
6.  Compiles, organizes, and analyzes a variety of human resources metrics; recommends changes to policies, procedures, compensation, and/or benefit levels; prioritizes projects relating to human resources goals and objectives.
  
7.  Assists in the development and maintenance of the City's classification and compensation plan including maintenance of pay scales and job descriptions; administers the City's reclassification program.
  
8.  Investigates complaints and allegations of employee misconduct; performs internal investigations as needed.
 
9.  Assists with budget preparation and administration; prepares costs estimates and justifications for budget items; submits and approves invoices for payment and monitors expenses to align with budget allocated.
  
10.  Keeps current on new trends and innovations in human resources.
  
11.  Receives and resolves employee and customer complaints or notifications of potential issues; investigates the nature of issues and communicates to appropriate staff/department.
  
12.  Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
  
13.  Follows all City safety procedures. Reports all accidents/incidents to supervisor.
  
14.  Performs other duties of a similar nature or level.

Requirements

Training, Experience & Certifications:
Training and Experience
  • Minimum of three years of increasingly responsible experience in Human Resources.
  • Minimum of two years of experience working as a supervisor.
  • Associates' Degree in human resources, business administration, public administration or closely related field.
  • Bachelor's Degree preferred.
Licensing Requirements: 
  • Possession of, or ability to obtain, a valid Wyoming Driver's License.
  • SHRM-CP and/or PHR certification preferred.
