The Architect of the Capitol (AOC) Employee and Labor Relations Branch is seeking a dynamic Human Resources Specialist (Labor Relations) to serve as an expert labor relations specialist and contract negotiator providing labor relations advisory services on behalf of AOC in dealing with labor organizations that seek to represent or are currently representing AOC employees in a collective bargaining unit.

The Labor Relations Specialist will:

Administer AOC’s labor relations program to include the proper administration and interpretation of the provisions of several collective bargaining agreements involving multiple unions with several collective bargaining agreements representing a diverse technical, service and contractor workforce.

Participate in union-management contract negotiations culminating in labor agreements or timely renewals in accordance with management objectives and federal labor relations regulations, demonstrating a thorough knowledge in labor law. Develop a communication plan following ratification.

Assist in the development and provides formal supervisory training on labor relations issues to ensure management readiness relations to the administration of collective bargaining agreements and in handling labor issues.

Resolve unfair labor practice charges and other labor relations issues and advises supervisory and management staff to effect fair and reasonable resolutions before such issues become grievances, ensuring consistency with AOC practice, policy and intent of collective bargaining agreements.

Participate in the negotiation and settlement of grievances under established grievance procedures. Advise supervisors on courses of action relative to grievances and coordinates arbitration process in accordance with collective bargaining agreements, when appropriate.

Requirements

Experience with the negotiation and preparation of collective-bargaining agreements.

Experience with the interpretation and application of collective-bargaining agreements.

Experience with providing training, authoritative advisory services, and policy interpretation to managers on labor matters.
