Responsibilities

  • Manages the FDA position classification and position management that encompass complex, dynamic with large numbers of diverse, hard-to-fill and one-of-a-kind professional, technical, and administrative positions.
  • Develops policies, interpretations, guidance, and/or courses of action to resolve complex position classification, position management, real or perceived situations, identified inconsistencies, and/or concerns.
  • Conducts individual studies or leads a team to study broad-based human resources policies, procedures, missions, functions, goals, objectives, processes, and/or procedures.
  • Serves as a FDA representative on inter-agency and intra-agency discussion and working groups covering a broad range of human resource issues that encompass classification and/or position management issues.
  • Establishes standards for carrying out the classification and position management programs by human resources specialists.

Requirements

In order to qualify for Human Resources Specialist (Classification), 0201, GS - 14, you must meet Time-in-Grade requirements by 04/13/2018.


In addition to the Time-in-Grade requirement above, you must possess 1 year of specialized experience equivalent to the GS-13 in the Federal service, providing human resources management consulting and advisory services to high level management officials regarding position classification and position management; reviewing and implementing polices in accordance with Merit System Principles, human resources laws, regulations and policies; designing and directing human resources studies; and reviewing and classifying complex and diverse position descriptions (i.e. professional, medical, scientific supervisory and managerial positions, and executive level occupational groups).

    • Time-in-Grade Requirement: If you are applying as a current Federal employee, you must meet the time-in-grade requirements described in the Qualifications section, generally, 52-weeks of comparable experience at the next lowest grade.
