Job Summary:

The Senior Personnel Analyst-Supervisor works under the supervision of the Associate Director of Human Resources for the Division of Continuing Education and UCLA Extension, which employs approximately 150 monthly-paid, 200 bi-weekly paid employees, and approximately 2000 instructors. 

The Senior Personnel Analyst-Supervisor provides a wide range of personnel services to Extension departments. Major areas include managing employee relations problems, conducting climate assessments, payroll administration, Kronos database management, and administration of benefits pertaining to the Family Medical Leave Act (FMLA) and disability insurance. Incumbent provides in-depth training to Extension staff regarding the Kronos Timekeeping System and conducts employee orientation sessions and benefits training sessions.  Oversees the Payroll team and provides supervision to 2.5 FTE.  


Core Functions/Duties:


  • Provide labor and employee relations guidance to all levels within the organization and resolve highly complex issues in creative and effective ways.
  • Lead local negotiations and represent department in all union-related issues/grievance.
  • Investigates and responds to grievances, promote proactive management practices and administers and interprets collective bargaining agreements and university policies.
  • Serve as liaison with Campus Human Resources on all personnel issues.
  • Participate in the investigation of personnel problems. Through analysis and data gathering, identify and evaluate employee relations problems, issues and/or developing situations that have a risk of becoming problematic and/or creating liability for the department. 
  • Provide policy and procedure interpretation to directors, managers, supervisors and staff covered by PPSM, MSP, and collective bargaining contracts (CUE, UPTE). Provide interpretation of FLSA, FMLA, ADA, legal decisions, workers' compensation law, sexual harassment policies, and other employment related laws and entitlements to insure consistent application to employees.
  •  Conduct climate assessments and structural reviews of departments. Create assessment materials and structure interview questions. At the completion of the intervention, create reports and executive summaries of findings and recommendations for review by both management and staff.
  •  Provide consultation and assistance in developing written documentation pertaining to employee discipline for managers.
  •  Promote fair and equitable resolution of disagreements between employees by conducting mediated discussion sessions. Codify information discussed during sessions and present to involved individuals and DCE management, as appropriate.

The target salary range for this position is between $4842 and $6250 monthly.
