Join our dynamic H.R. Team within the premier hospital in Westchester County, NY.  This position works closely with our ambulatory multi-specialty physician practices and other areas of the Hospital employing physicians, and is a great career opportunity for those with health care recruiting / employee relations and physician recruiting experience.  

In collaboration with the HR Director, the HR Manager supports the strategic business partner philosophy and will be responsible for providing Human Resources support to the assigned service areas. These services include, but are not limited to, talent acquisition and staffing, employee relations and interpretation and application of HR policies and practices. Key responsibilities include recruiting right-fit talent utilizing WPH processes, tools, programs and metrics and responding to employee inquiries/issues related to the administration and interpretation of policy in a customer friendly, supportive and responsive manner. Aligns with the HR Director to integrate HR best practices to meet the goals and objectives of client. Works with Leaders to ensure compliance with state and federal law, and union contracts as applicable.

Essential Functions and Responsibilities Includes the Following:

1. Understands and adheres to the WPH Performance Standards, Policies and Behaviors.

2. Works directly with client leadership to develop and implement cost effective recruitment strategies for all levels of jobs, including Physicians and other provider positions, to ensure WPH attracts and retains a qualified workforce and right fit talent.

3. Owns the recruitment and on-boarding process which includes: posting positions, attending local recruiting events, sourcing and screening candidates, recruiting, interviewing, selecting applicants (internal and external) for job openings, preparing new hire letters, initiating reference assessments and background checks and all other pre-employment forms.

4. Demonstrates a working knowledge of staffing budgets and updates position control accordingly.

5.  Responsible for the calculation and maintenance of monthly recruitment metrics and reports for assigned areas

6.  Ensures compliance with state and federal laws regarding EEOC, hiring practices, benefits and other employee relations legislation.

7.  Acts as initial point-of-contact for leaders and staff regarding employee/labor relation issues, including initiating an investigation and providing education around process and policy

8.  Provides guidance on policies related to the disciplinary process and behavioral standards for both union and non-union staff.

9. Conducts monthly rounding sessions independently with assigned departments

10. Facilitates classes and ad-hoc requests for Interviewing, Policies and Procedures, systems training (i.e. on-line applicant tracking) and other areas as needed.

11. Assists with the separation process, conducts exit interviews and collaborates with HR Business Partner and HR Director on initiatives to improve retention and employee relations.

12. Provides consultation and makes recommendations regarding employee relation issues for assigned departments – verbal and written warnings completed independently; suspension and terminations completed with HRD.

13. Takes lead on general employee relations investigations and concerns.

14. Oversees preparation of job descriptions and compensation programs. Seeks incentive programs that encourage excellent performance and increase retention rates.

15. Participates in compensation and/or conducts wage survey within labor market to determine competitive wage rate and remain apprised of current trends.

16.Manages onboarding and compliance of all contracted/agency staff

17. Responsible for Position Review Committee preparation and follow-up 

18. Works with leadership team to set long-term staffing goals and strategies.

19.  Practices superior customer service and ensures customer needs are met in a timely manner.

20. Responsible for projects and special assignments.

21. Participates in Hospital committees as assigned.

22. Represents the Hospital in the local community.

23.  Performs all other related duties as assigned.

Requirements

Education & Experience Requirements

1. Bachelor's Degree in Human Resources, Business Administration or related field.

2. Master's Degree in Human Resources, Business Administration or related field within 3 years of hire

3. Three (3) years professional experience in Human Resources required, in healthcare environment strongly preferred.

4. Significant health care recruiting experience, including physician recruitment, is strongly preferred. 

5. Knowledgeable of applicant tracking software preferred.

6.  Basic knowledge of Microsoft Office products required. 

7. Competence in navigating the internet and other programs applicable to White Plains Hospital procedures.

8. Ability to work with HRIS and other HR Systems, windows environment, retrieving information, compiling reports and spreadsheets.
